Action Items:
John Winslow to send notification to Interim Executive Board Members at Large of the special election planned for May 24th.
Minutes:
The meeting was called to order by Chairman, Bob Ballard at 6:35PM in the Manchester Library. Bob welcomed the 21 people in attendance and briefly discussed the plan for tonight’s meeting. Our Executive Board spent most of the day on 4/9 analyzing the ideas for goals of the MCC provided by those attending the March meeting. As a result, we are going to develop a five year plan revolving around the planning and goal setting by five separate working groups which will be formed. These five groups are tentatively titled: Regain the Historic Village Character, Revitalize the Village Center, Partner with Key Agencies, Establish Recreational Venues, and Develop a Village Commons.
We then moved into the regular business section of the meeting.
Business Meeting:
Review and approval of past meeting’s minutes: Minutes were approved as written and posted on the web-site. A copy is also posted in the Library meeting room.
Correspondence: We received a CD from Dave Kimble with photos from previous years’ beach seine events and a flyer promoting the April 22 event. John Winslow said that anyone interested in reviewing the CD should see him to arrange a loan of the CD.
Reports:
Treasurer: Carol Kowalski reported that we have 12 new paid members and our treasury balance is currently $597.64. Carol foresees the next significant expense being the payment of $90 for the room rental for the remainder of the year.
Sewers Sub-Committee: Group chair Ron Rada reported that LID#8 is now in the Engineering Study phase. He is anticipating that this will move to the bid phase in June, construction likely in about October and the project should be completed around year’s end.
Crime Prevention Sub-Committee: Group chair Bud Larsen said in recent weeks they have had speakers from Citizens on Patrol and Animal Control, along with Sheriff Steve Boyer. (minutes of those meetings are also on our web-site). Wanda Larsen reported on the status of the Safety/Crime Prevention activities planned for the Salmon Bake on June 19. Through the financial support of Ron Rada, the Kitsap County Sheriff will be providing fingerprinting and photo ID’s for children. There will also be staffed displays of equipment from the Fire Dept., Medic 7, Fuel Depot, Animal Control, and Citizens on Patrol. Booths will be staffed with information on Blockwatch and home safety inspections.
Public Facilities Sub-Committee: Group Chair Bob Lamb mentioned that the Haida Park activities have been assigned to the group of Haida neighbors (a contact for the group is Greg Albertson). He said they have a high level of interest in the area since they all live close-by. The group members have expressed a concern for potential liability relative to any development that may be undertaken in the area, which is one of the many issues that will need action. Bob has also heard that there was interest expressed by the Committee to Restore Duncan Creek (contact Dave Kimble) in pursuing the Haida Park planning. The public facilities and park committee recommends the neighbors in the immediate area surrounding Haida Park work with County officials, independent of the MCC, on any development of the park.
Building Height Sub-Committee: Seven individuals attended a meeting at Bob Ballard’s office on 4/21. He reported that the group is level-headed and looking to find group consensus on reasonable, non-radical, solutions to the apparent problems with the current regulations and interpretation of the Manchester Plan. They are currently looking for a group chairperson (if you are interested, contact Bob Ballard), this group may also be wrapped into a larger group if appropriate. A lengthy discussion then proceeded on the current construction project that illuminated some of the issues with the Plan.
Old Business:
There was no old business to discuss.
New Business:
First, Chair Ballard asked if there was any new business from the floor, which there was not. As a result, we initiated discussion on the Executive Board’s retreat and analysis of the group input from the March meeting. Five categories were developed which pretty well organized the individual input. These the organization of these groups and the specific idea inputs from the March meeting can be seen on our web-site.
A member then suggested that we needed to proceed no further until we discussed potential conflicts of interest. He felt that by strict interpretation of our Bylaws, that virtually no one from the Manchester community could be on one of the working groups without having a conflict of interest per the Bylaws. After a very length discussion, a motion was made and approved to amend our Bylaw article 13 on Conflicts of Interest at our next meeting. (Our voting quorum was 19/25).
Another motion was made and subsequently withdrawn affecting the number of Members at Large on our Executive Board. After a careful review of past meeting minutes, it was concluded that we never had a proper election of the five Members at Large. There was a motion to have a new election of the five Members at Large at our May 24th meeting. This motion was carried. Bob Lamb and Bud Larsen were selected to form a Nominating Committee. Any other member may propose an alternate slate of Members at Large for this election. These Board members will hold office until our January meeting. John Winslow will send notification of this special election to those who were the interim Members at Large.
We were disappointed in being unable to get to the formation of the working groups, but hope to include that in next month’s agenda.
There being no other discussion from the floor, Chairman Ballard adjourned the meeting at 8:18 PM.
Our next meeting will be Tuesday May 24th at 6:30-8:30PM in the Manchester Library.
Bob Ballard and John Winslow will jointly develop an agenda for our next meeting for distribution with the reminder, several days before the meeting. At this point the tentative agenda includes a presentation on new property tax assessments by County Assessor, Jim Avery.
