Executive Board Meeting

 

Present:  Ron Rada, Ron Robinson, Carole Leininger, Carrilu Thompson, Lyle Burbidge, Phil Paquette, and Debby Trudeau.  John Winslow was excused.

 

Reports:

 

No Crime Prevention report

 

MCA:  The MCA is hosting another street clean-up on Saturday, May 19.  Debby Trudeau is chair.  South Kitsap Kiwanis is helping with the cleanup.  Volunteers are again needed.  We will meet at 9 a.m. in the library parking lot.  The annual Street Fair is scheduled for Saturday, August 4.  Booth rental fees will be $25 this year.  The annual VFW Memorial Day event will take place on Monday, May 28 at 3 p.m. at the veteran’s memorial.

 

No Historical Society report.

 

MCF:  Ron Rada will be getting b-law information on the Manchester website soon.  The next foundation meeting is scheduled for June 7.

 

Sub-Committee Reports:

 

Sewer:  ULID 8 is not finalized yet.  Finalization should be any time now.  Once it is finalized, then ULID 9 can progress to next step.  

 

Downtown Design Committee:  The first draft of the design standards are not quite finished.  We still have to do definitions and a review (Chapter One).   and ready to submit to County.  The draft will be presented at the next County meeting on Tuesday, May 15.

 

Regaining Historic Character:  no report

 

Agencies:  no report, outside of things working for well with County

 

Recreational Venues:  (as reported by Ron Robinson) Helen Robinson and her committee did tour Manchester, including the Haida Park area with a County representative to look for future parks areas pursuant to the subarea plan review process.

 

Village Commons:  No report.

 

Old Business:

Ron Rada asked about treasury/accounting software for non-profit organizations.  Debby reported that she did check on the software available at Office Depot.  They carry one software (Quicken) that sells for $299.  Debby also reported that there is a national organization devoted to assisting non-profit organizations, including providing information about accounting software programs for non-profits.  Debby suggested that the Foundation take a look at the website for the organization, the National Council of Non-profit Association, (www.ncna.org) and possible contact someone at the Washington state office to inquire as to what type accounting program they would suggest for a foundation of our type and size.

 

Ron Robinson reported that he has set aside his work on the by-law reorganization for the time being until the County Commissioners had determined whether or not they would appoint a Manchester advisory committee. 

 

Lyle Burbidge reported on the draft moratorium that he and Ray Pardo presented to Scott Diener last week.  Scott was impressed with Ray and Lyle’s work, forwarded the draft to CMR Angel, but Lyle and Ray have since learned that the moratorium has been put on hold.  Linda Bentley believes that the ordinance she is working on will take care of the issue and will negate the reason for the moratorium.

 

New Business:

 

The next community plan review meeting with the County is Tuesday, May 15 at 6:30 in the Commissioners’ Chambers. 

 

Our next MCC meeting has been moved up to Wednesday, May 16 at 7 p.m. to 9 p.m.   We are calling this meeting an “open forum”.  This meeting will be a public presentation of the new design standards, and a review of the community plan update.  We will want public input, so it’s imperative that we get a good turn-out for this meeting.  Flyers, signs, newspaper articles, emails, will be used to spread the word.  Lyle has volunteered to walk throughout the neighborhood, door to door to inform people of the meeting.  The first draft of the design standards will be on the Manchester website for public review soon.  It is important that as many people as possible attend the meeting and give as much input as possible about the design standards and the plan review. 

 

Ron Rada spoke about the 2007 goal for a community center.  He plans to attend the next Port Commissioner meeting. 

 

The next executive board meeting is scheduled for Thursday June 7 at 6:30 p.m. (this presents a conflict with the Foundation meeting)

 

The June MCC general meeting is scheduled for Tuesday, June 28, at 6:30 p.m.
