Draft Minutes for MCC meeting of 04/24/07

Minutes:

The meeting was called to order by Vice Chair, Carole Leininger at 6:35PM in the Manchester Library.  Carole welcomed the 16 people (including 15 current members) in attendance.

 

Foundation Program announcements:

Manchester Community Association: Carrilu Thompson reminded all that the MCA will conduct another street-side clean-up on Saturday May 19th beginning at 9:00AM in the Library parking lot.  This effort will be assisted by the local Kiwanis.  Anyone wishing to help should show-up before 9AM on that day, equipment necessary will be furnished.

Manchester Historical Society: No report.

Manchester Foundation: In Ron Rada’s absence, Ron Robinson reported that a meeting of the Trustees was held on April 19th.  The 501(c)3 status has been approved by the IRS with the proviso that the MCA, MCC, Historical Society, and Safety groups each be known as “Programs” within the Foundation.  The Foundation Trustees will meet quarterly and oversee accounting and grant requests by the individual “Programs”.

Crime Prevention and Public Safety Group: No report.

 

Business meeting: The MCC mission was read by Carole.  Then the past meeting’s minutes were approved as written.

 

Correspondence: There was no significant correspondence.

 

Reports:

Treasurer: Debby Trudeau reported a treasury balance of $1044.48 with 40 current paid members.

 

Sewers Sub-Committee: No report.

 

MCC Action Groups:

-Downtown Design: Report deferred to later in the meeting, as the primary topic of discussion.

-Historic Village Character: No report.

-Partnerships with other Agencies: Debby Trudeau reported that the work on the Sub-Area plan was going well with the County.

-Village Commons: No report.

- Recreational Venues: Helen Robinson reported that the Boating Safety class was cancelled due to inadequate registrations (6 people required to host class, but only 5 were scheduled).  Their work on park/recreational areas continues.

 

Old Business: The Executive Board met earlier in the month and decided to forego the appointment of a “Citizen of the Year”.

 

 

 

New Business:

            Lyle Burbidge reported that Maddy Walters is now trained on searching the County web-site for new construction project activities.  There are no new developments to report at this time.

            Carole Leininger reported that Linda Bentley of the Kitsap DCD has updated codes to reflect the DCD Director’s interpretation of the height and number of stories allowed in Manchester commercial area developments; these will be presented to the Commissioners this week.  Those wishing to express their opinions on the matter should send their comments to Commission chair Chris Endresen at cendresen@co.kitsap.us with cc’s to jangel, jwbrown and lkeeton at the same e-address.  There is no deadline for submittal of comments, but sooner is best!

            Lyle Burbidge reported that he is continuing with his effort to encourage a commercial project moratorium until verbiage on building heights is fully clarified.

            The primary topic of discussion for the evening was the development of design standards for the downtown commercial district.  A committee has been meeting regularly for the past several months developing a written recommendation for downtown commercial projects.  The design standard is currently in a draft status.  Those in attendance can send their thoughts on the preliminary draft to Carole Leininger at carole9@ix.netcom.com.  The general public will be invited to a meeting where a final draft will be presented and comments may be made.  The County has requested this meeting be held the week of May 14th.  The May meeting has been changed to Wednesday May 16 at 7:00PM in the Manchester Library.  John Winslow will send reminders to all.

            Topics from the floor: Mark Rebelowski reminded all that the “Relay for Life” cancer walk at South Kitsap High School is scheduled for June 1-2.

            John Winslow mentioned that the ballots for the Kitsap Regional Library Levy Lid Lift election will be mailed this week, with ballots due by May 15th and that this vote is critical to the maintenance of current levels of Library services.

There being no other discussion from the floor, Vice Chairman Leininger adjourned the meeting at 7:35PM.

Our next meeting is scheduled to allow review and discussion of the proposed downtown design standards and has been re-scheduled to Wednesday May 16th at 7:00 PM in the Library. 

Ron Rada and John Winslow will jointly develop an agenda for our next meeting.  If you have any additional items for the agenda, contact John Winslow prior to May 5th.
