Draft Minutes for MCC meeting of 4/22/08

 

Minutes:

The meeting was called to order by Chair, Carole Leininger at 6:36PM in the Manchester Library.  Carole welcomed the 10 people (including 7 current members, Louise Barbee-Chair of SCAC, Kevin McDonald-Past Chair SCAC, and Scott Diener of Kitsap DCD) in attendance and then introduced our special speakers for the evening, Louise Barbee and Kevin McDonald.

Guest Speakers comments:

We asked Kevin and Louise to attend and help us with our decision process on whether to formally request that a Manchester Citizens’ Advisory Council be established.  The Suquamish CAC is relatively new, having just celebrated their one year anniversary, although the process began starting in 1992.  The unique feature of this area is the major impact of the Suquamish Tribe in an area with a population of approximately 1500.  They mentioned that their CAC had recently applied for inclusion on the Kitsap T.I.P. project roster.  They also said that they had received funding through a Washington State “Safe Routes to Schools” grant (which could be helpful in our pursuit of TIP projects for our Pedestrian Friendly efforts).  After many questions and input, it was concluded that the SCAC was particularly unique and we would need much more discussion amongst our membership to reach any conclusion.  We might possibly want to invite our Commissioner for a round of discussion at some point in the future.  The Suquamish CAC has a web-site for further information; www.kitsapgov.com/dcd/community_plan/subareas/suquamish/scac.htm

 

Foundation Program announcements:

Manchester Community Association:

            Phil reminded us of the planned 5/31 roadside clean-up and also said that planning is underway for a Manchester Fair on a Sunday in August.

Manchester Historical Society:

      No report.

Manchester Foundation:

      Ron reported that the IRS tax return has been filed and the next meeting of the trustees will be in June at a date to be determined.

Crime Prevention and Public Safety Group:

      John reported that Bud had requested volunteers for the 6/1 Port survey.  Carole Leininger volunteered to help collect data (mid-morning or later!).

Business meeting:

Review and approval of past meeting’s minutes:

            The minutes of the 3/25 meeting were approved as written.

Correspondence:

            We received several additional LID#9 surveys.

Reports:

Treasurer:

            The treasury balance is $595.11 with no outstanding bills.

 

 

MCC Sub-Committee Reports:

-Sewers Sub-Committee:

            Ron reported that the LID#9 petition is in the final process of gathering signatures and they should have the final count by the next MCC meeting.

-Downtown Design/Parking/Commitment:

            Carole reported that the group held a meeting recently, attended by Jim Rodgers and Scott Diener of Kitsap DCD.  Parking in downtown Manchester was discussed, particularly right of ways on Main near Pomeroy Park.  They learned that the could create three more parking spaces immediately south of the Port parking lot, but this would necessitate making the roadway one-way in that section of Main St. and move a fire hydrant.  More work needs to be done.

-Partnerships with other Agencies:

            No report.

-Recreational Venues/Pedestrians:

            John reported that Ray Pardo has submitted his T.I.P. proposals to the County for consideration and prioritization on their projects list.

-Village Commons:

            Ron reported that this group is awaiting action by the Port on land acquisition.  Future meetings will be scheduled when appropriate.

-Improve/Expand Parks:

            No report.

-Land Use:

            Mattie mentioned there had been no activity on the County web-site where significant land use changes are reported.

 

 

 

Old Business:

            Action items:

            The consideration of a Manchester Citizens’ Advisory Council still needs further consideration prior to any action.

New Business:

            John mentioned that the Port of Manchester is creating a Citizen’s Advisory group and is actively seeking volunteers.  Anyone interested should contact Commissioner Steve Pedersen.

 

There being no other discussion from the floor, Chairman Leininger adjourned the meeting at 7:50 PM.

Our next meeting will be Tuesday May 27th at 6:30-8:30PM in the Manchester Library. 

Carole Leininger and John Winslow will jointly develop an agenda for our next meeting for distribution with the reminder, several days before the meeting.  If you have any items for the agenda, contact John Winslow prior to May 16th.
