Update on Perry Site project in Manchester

You are receiving this e-mail because you expressed interest in the Perry Site 
Specific Comprehensive Plan Amendment request in Manchester (File # 08 52165). 
As a reminder, the request is to rezone seven parcels on a a 21.17 acre project 
site from Manchester Village Low Residential (MVLR) to Manchester Village 
Residential (MVR). Allowable residential density would increase from 2 dwelling 
units/acre to 4 dwelling units/acre. 
 
The following summarizes recent procedural developments and explains upcoming 
steps in the review process.   
 
Planning Commission public hearing, deliberations, and recommendations
 
On the evening of August 12, the Kitsap County Planning Commission heard 
statements regarding the proposal from 16 citizens. Following the public 
hearing, the Commission discussed related issues and asked staff for 
clarification. A motion was then made to support staff's recommendation for 
denial. This motion was seconded and put to a vote. 4 Planning Commissioners 
voted in favor of the motion, 1 Commissioner voted against, and 2 abstained due 
to conflicts of interest. 2 Commissioners were absent. 
 
5 votes are required for a motion to carry forward. Thus, the Perry proposal 
will come before the Board of County Commissioners with no formal recommendation from the Planning Commission. Commissioners will consider the applicant's proposal, staff's recommendation, public comments, and proceedings from the August 12 Planning Commission meeting in their evaluation.

An audio recording of the Aug. 12 meeting is currently available, and meeting 
minutes will be posted after they are approved at the August 26 Planning 
Commission meeting. 
 
Board of County Commissioners review and decision Staff will brief Commissioners at a work study session tentatively scheduled during morning hours on November 5. This informational session is open to the public, but the agenda will not include time for public testimony. A final public hearing and decision from the Board of County Commissioners is tentatively scheduled for the evening of November 24, 2008. The public will be notified of this meeting.
