10-23-06 Manchester Crime Prevention & Public Safety Group Meeting Notes, 6:45AM, The Manchester Family Inn:

 

In attendance were Joe Blazevich, Keri DesJardin, Wanda Larsen, Rudy and Louise Renteria, Bob Parks, Paul Gilligan, Bud Larsen, Bob and MC Edwards, Joyce Rada and Peggy Warren.

 

There was a brief discussion of information on matters that transpired during the last 4 weeks while the Larsen’s were out of town.  Keri DesJardin was welcomed back after an absence due to taking care of her mother-in-law.  Peggy Warren was welcomed. 

 

Bud announced that he would read his rough draft on  the mission statement for our group that will be submitted and acted on at the time our 501C3 application is adopted.  Bob Edwards offered to review the draft and put it in to Robert’s Rules of Order form.  The text is to be forwarded to Bob today, for final wording. 

 

There was a discussion on the Main Street Storm water outfall project that has had several news articles relating to it in the past weeks by Jeff McDonald of the Port Orchard Independent.  Bud has talked with Mike Michael of Kitsap County Public Works and it appears they have not made an effort to change or update the project as of this date.  The county’s plan is to repair and/or replace all outfall pipe in the downtown area and incoming areas that require repair or replacement (Phase 2) prior to making further decisions.   There are a number of questions that require specific answers.  Bud will be contacting both Puget Sound Action Committee and Puget Sound Partnership Committee, who have expressed concern about any contaminated outfall water  entering Puget Sound waterways.  It was agreed that we will invite Ms. Heather Trim of Puget Sound Partnership to come and speak to our group at her earliest convenience to hear our concerns and to learn her committee’s planning in more detail.  Paul Gilligan advised that Ms. Trim is actively involved in the same issues we have concerns about.  Following a meeting with Ms. Trim, we will extend an invitation to Mr. Mike Michael (SSWM) to review our findings, in comparison with what Public Works has scheduled in the months ahead.    It is important that we determine how the Puget Sound “no impact development  would apply to what is proposed for the Main Street Storm water Outfall project.

 

We have also heard from the offices of Kitsap County Assessor Jim Avery as regards to the original Deed of purchase in 1925 of the Denniston’s tide land property at the end of Main Street by the Port of Manchester.  Further study with the auditors office must be done to determine easements obtained (if any) from that time, as well as the more recent purchase by the LeFavor’s of the Pomeroy Park property.  This is to include any easements, proposals, tidelands information, etc. in and around the present outfall pipe, etc.

 

Bob Parks was asked to report on the outcome of the October 13th All Ports meeting as relates to All Ports Resolutions proposals.  The resolutions as prepared by our group and the Port of Manchester Commissioners, was unanimously approved, with the understanding that some of the issues will not relate to every Port included in the effort.  These resolutions will require a public meeting to be called in each Port area for presentation  to the public.  Following that, issues can be reviewed by the Sheriff’s Department and finally submitted to the Kitsap County Commissioners to request they be finalized as county ordinances.

 

The proposed antenna installation for the Port of Manchester restroom for computer service to WSF was reviewed.  This issue had been first proposed a month ago and refused with a request to provide additional information to the Commissioners.  The additional information and pictures proved that the actual size of the antenna would be 24” and there would be one facing Seattle and one facing Southworth.  Permission to install was refused.

 

ANNOUNCEMENT:  HDC Manchester Food Center will be going out of business on or about November 4th, 2006.  They will be liquidating their inventory starting October 18, 2006.  They hope to reopen in the fall of 2007. 

 

As previously reviewed, we discussed the possibility of diverting the Federal fuel farm truck traffic  away from the downtown area.   A map is in the process of being prepared to show the possibilities for an underground pipe from the fuel farm to possibly an available space in the Mullenix Park and Ride area or closer.  Gorst was also mentioned.  We will be discussing this possibility with Bob Cairns, manager of the fuel depot to get his input prior to further inquiries.  The county has indicated interested in options to this problem.

 

Wanda Larsen and MC Edwards were wished a Happy Birthday.

 

Marita Trohimavich/Pollard engineer 1 of the Dept. of Community Development will be asked to join us again soon for further discussion on downtown issues as they now stand.   We are pleased at the cooperation and interest experienced with both Dept. of Public Works and Dept. of Community Development.

 

While we cannot endorse or support an initiative or a candidate.  It was noted that everyone should closely read the full text of initiative 933, and compare to Oregon ruling #37.

 

It was suggested that with the new Port resolutions not permitting swimming between the North and South dock, it might be worthwhile to look in to a contained swimming area South of the South floats, for safety purposes.  Question cost factors and liability, definitely a subject to give considerable research.

 

A brief conversation pertaining to permitting for Manchester Anchors (Hopkin’s project) and Colchester Commons (Palmer).  Bud reported that he has copies of each of the facilities hearing examiner’s report.  In the interests of considerable misinformation floating around anyone interested is welcome to review Bud’s copy’s or a copy of each has been left at the Barber Shop.
