Attending were Keri Desjardin, Joe and Mary Ann Blazevich, Bud and Wanda Larsen, Joyce Rada, Bob Parks, Merita Trohimovich, Travis Baker.  Information materials handed out included a Sheriff's Office Community Notification:  Level III Sex Offender who was residing at 8000 block on Caraway Road.  Another notice was in regards to the Manchester Gallery being closed this past weekend and reopening the first of the week.  Paul Nuchims has a number of classed and art discussion opportunity's going on regularly, if you haven't stopped by, do so.  Paul will be close the Gallery November 25 through December 9 for a cruise Caribbean, Canal, Cost Rica, Mexico and will show his work upon his return.  Paul has programs going on the suit both the young and the elderly, it provides things to do and also has to do with public safety for the community.

 

Bud gave a brief report on a meeting held this past week with Jon Brand and Jeff Shea of Kitsap County Public Works.  Attending also were Paul Gilligan, Bud and Wanda Larsen.  There is a great deal of interest in growth in the area, as well as proposed waterlines, sewer lines, right of way, etc.  Jon and Jeff will be helping us out on finding some of the "Transportation" answers for the Manchester Community Sub Area Plan that we are working on.

 

Today's guest was Marita Trohimovich E1 from Kitsap Community Development.   She provided various maps showing projects that are underway, projects that have an initial permit, projects that are in various phases of the permitting process.  She reviewed historical use of the Manchester Core are, as well as new concepts that are being brought up.  Her overall overview of plans underway and plans in the planning process was very helpful.  She stated that cost and benefit are two of the prime issues that are taken in to consideration on permitting.  We reviewed a recent Traffic study done by Public Works that takes in to consideration, parking, arterials, by-pass options, truck traffic, diverting traffic, long term community growth, and congested areas.  

 

There has been concern regarding the delivery trucks that visit downtown Manchester to make delivery to businesses and park in the middle of the street, which in effect makes it necessary for traffic to go around the trucks on both sides.   This problem will require additional study and alternatives.  The question of crosswalks and speed limits was brought up,   If a citizen feels comfortable crossing a street  at a crosswalk without looking, or going faster than the speed limit, that is probably what they will do.  Educating on these matters is an on-going need for safety purposes.

 

We will be contacting the Citizen's On Patrol to have their new officer meet with us to determine how we can assist in educating the general public to the advantages of using the VACATION WATCH provided by the COP.  This is a very effective public service

 

A question was asked regarding the long range plans for the Mosquito Fleet Trail.  Marita stated that she would contact Scott Diener who is in charge of any activities related to the trail and the Kitsap 10 Year Plan, as well as the 2006/7 Manchester Community Plan.  He is the official planner and could advise us on fitting in with the policies of the department as regards right of ways, walking plans.  It is a top priority to have this dialogue included in the upcoming Manchester Community Plan.

 

In the interests of time we were unable to review the 11-13-06 Port of Manchester Meeting.  The IAC will be meeting this date to review the ramp extension request for additional funds to accompany funds already dedicated to the ramp extension, findings should be available by the end of the week.  Bud reported that he had talked with two different contractors  and has obtained bids to repair the catch basis damage at the entrance to the boat launch parking lot.  This project will require the contractor to work closely with Public Works to guarantee a proper 4" height increase and adequate stabilizing prior to the County doing the asphalt work on the joint County and Port properties involved.  Other items relating to All Ports Resolutions that will now go to the county commissioners for review, the gap between the North float and the launch ramp that was not put into the 07 budget. The status of the Main Street Storm water outfall project  that will be reviewed as needed.  This was an excellent and informative Port meeting.
