NOV. 21, 2006 MCP&PSG COFFEE & DISCUSSION 6:45AM, MANCHESTER FAMILY INN

 

Attending were Ron and Joyce Rada, Joe and Mary Blazevich, Bud and Wanda Larsen, Joe Guariz, Keri DesJardin, Bob Parks.   Updated group meeting notices, and group activities statements were passed out.   It was suggested we might want to consider distributing our group statement to Manchester Elementary School students, to take home to their parents, in that there have been recent attempts to lure young girls in to cars.  We will be contacting Dave LaRose of the school district and invite him to attend one of our meetings.

 

A recent sheriff's notice regarding a sex offender residing in the Manchester area was passed around.  We remind everyone to be aware at all times to what is going on around you, it is important to you and your neighbors.

 

An email from Marita Trohimavichpollard, last weeks guest, stated that after a review of conditions for the Manchester Commons, she does not see where a change in use from commercial to residential will be allowed.  There is a condition that the applicant would need to come back to the County for any change in land use.  If anyone has specific concerns, you could show Marita the specific wording in the land use and she will try to explain that wording.  In addition we will be talking with Scott Diener about population projections.  This information will be helpful to us in our research for the "Transportation" segment of the Manchester Community Plan Update to be submitted by the MCC in 2007.   We feel fortunate to have the cooperation and informational assistance of the Department of Community Development through Marita, and the Department of Public Works with Jon Brand, and Jeff Shea, as well as Allan Fletcher of Manchester Water District.   Watch your newspaper for a time for the hearing appeal on the Manchester Commons, scheduled for December 11.

 

Bud reported on contacts made with Washington State Ferries Ray Deardorff and Kitsap Transit , John Claussen.  We hope to bring both of these gentlemen in to a future meeting for information to update our "Transportation" research.

 

A brief discussion on the proposed by-laws for our portion of the Manchester Community Federation.  Final word from the IRS is pending, due to a work overload.  We have the draft for both MCP&PSG By-Laws and MCP&PSG Federation standing committee position.  Final verbiage will be determined upon completion of study of the objectives of the entire proposal.

 

Wanda reported on information from John WInslow and Phil Paquette that pertains to the annual Manchester Christmas Tree and the Manchester Library.  Donations would be appreciated to help with replacement of lights and ornaments, as well as a formidable tree handling fee this year.  Donations can be submitted to the MCA   P.O. Box 603, Manchester, WA 98353.   The tree lighting will be held at 7:00PM on Friday, December 8 and will feature the Manchester Elementary School Choir, the Kitsap County Fire Department Santa Claus and hot chocolate and cookies at the library.   To conclude the evening's events, everyone has the option of going down to Pomeroy Park at the boat launch to observe Dave Denniston's bonfire and decorations for the Argosy Christmas Boats featuring the Northern Lights Choir which is scheduled for 8:05PM to 8:25PM.  Don't miss this one, it's wonderful.

 

IAC has approved the additional $80,000 needed to complete the extension to the boat launch, this work to be done in the August time frame in 2007.

 

Potential guest speakers include someone from the Sheriff's Department for an update on how we might assist with the recent incidents of sex offenders around the schools in Manchester.    Perhaps Dave LaRose of the Kitsap Public Schools regarding the same topic, Mr. LaRose has issued a letter to all students in the public school system a letter notifying parents of the need for children to be cautious and aware of criminal activity.   

 

With all the questions on easements for sewers and/or stormwater outfalls, Bud has talked with Erik Nedergark of DNR for the time period of 1906 through 1969.  No current easement information is as yet available for the proposed County outfall at the Port of Manchester.  

 

Current information was reviewed regarding Neighborhood Watch, Joe Blazevich announced over 87% of those contacted on Puget Drive have met the qualifications for an official watch area.  Due to weather and schedules, we will put off further upgrading of other areas until after the first of the year.  Joe said he had written a letter to Pete Ball regarding a Manchester Night Out, but has not heard back from him yet.
