Attending were Joe and Mary Ann Blazevich, Ron Rada, Ken Amo, Peggy Warren and Bud Larsen.  Lots of comment on the snow HAS stopped, but it is there for awhile, the wind is VERY cold, etc.    Paul Gilligan was excused, as was Wanda Larsen.......the car locks were frozen shut and she wasn't about to slip slide up to the Inn.  The Inn was toasty and good company so a good meeting.

 

Recent news articles pertaining considerable enthusiasm for Kitsap Foot Ferries were reviewed.  There was some concern over how parking would be addressed, for foot ferry traffic wherever the ferries might depart from in Kitsap County.  It would appear that very thorough research is going in to the study of this possibility in Kitsap County now and for the future.

 

Tonight (11-18) the MCC will hold it's monthly meeting 6:30 PM at the Manchester Library.  Guest speakers will be discussing the Beaver Creek Preservation effort and ramifications of major developments within the watershed of Beaver Creek.  Election of officers will also be held.  In keeping with all of the regular meeting functions that are held monthly in Manchester, plus the additional Holiday meetings that are forthcoming, we urge each group to inform the Kitsap County Sheriff's Office about your meeting time, date, and place.  This gives the community an opportunity to have law enforcement aware that functions are going on and that their services may be needed in the event of any uninvited disturbances.    Our weekly notes are sent regularly to the Sheriff's office to keep them current on Manchester events.

 

Volunteers would be appreciated on Saturday 12-2-06 for the setup of the annual MCA/Manchester Library Christmas Tree on Saturday morning.  Contact Phil Paquette for actual time at nucphil@earthlink.net.  This is a manually intensive project so help is needed.  Bob Ballard of Manchester Realty has offered to cover any cost related to the tree project, thank you MUCH Bob.    The actual tree lighting ceremony will be on 12-8-06 and activities will feature the Manchester Elementary School Choir, the Fire Department Santa Claus, and the Community tree lighting.   Hot Chocolate and cookies will be served in the library community room.   Following the tree lighting celebration attendees are invited down to Pomeroy Park to observe Dave Denniston's outstanding holiday decorations and bonfire on the beach, and the Argosy Christmas Ships arrival.  They will be featuring the North Kitsap Northern Lights Choir scheduled to perform at 8:05PM to 8:25PM.  This is an outstanding event and we thank David for putting up all those fantastic decorations to guide the ships in to Manchester.     Here again VOLUNTEERS are needed to help with setting up risers and tents for the school choir at the library, please be there at 5:00PM if possible.   Note of interest, donations towards the tree decorations would really be appreciated, the weather is very tough on lights and ornaments this time of year and they do not last long..........send your donations to MCA P.O. Please plan to attend our meeting next week, 12-5-06, 6:45AM Manchester Family Inn.  Our special guest will be Dave LaRose of Kitsap Public Schools, he will be joined by school safety officers and a member of the Kitsap County Sheriff's Department.  The topic  for discussion will be related to recent violations at several Kitsap schools where one or more men attempted to entice teenage girls in to vehicles.  This is a serious issue that we all need to know more about and be aware of what is going on around us, which is a part of our on-going crime prevention and public safety efforts.

 

The appeal on the Manchester Common's will be held on December 11,  10:15AM at the County Commissioners offices in the new Administration Building.  This is a closed records appeal ( an administration appeal to the Board of County Commissioners featuring an open record hearing (before the Hearing Examiner) on a project permit application on the record with no or limited new evidence or information allowed to be submitted.  Only appeal argument is allowed.)   See you there?  While the grocery store has been closed for some time now, final contents removal is taking place this weekdays and weekend. A buiding full of goodies can be very tempting to the criminal.

 

Further discussion was held regarding any liability that might be involved for the Manchester Community Foundation now in the planning process.  The consensus is that there could be only minimal if any liability under the strict rules that are required.    The By-Laws that will pertain only to the MCP&PSG segment of the foundation were also discussed and additional study is underway.  The issue of the need for dues or not needs to be clarified.  Concerns regarding voting requirements have also been uppermost  in our study's.  It appears necessary that a given percentage of meeting attendance in a specified time frame is the first priority.  This would eliminate the possibility of newcomers coming in and paying dues in order to be able to vote, in advance of a specific meeting.   Another concept might relate to asking everyone who reads these notes, but is unable to attend a meeting, to submit constructive comment on separate issues.  This would be very helpful in our research.

 

Further work on the "Transportation" section of the Manchester Community Plan will take place in January.  We have already contacted administrators with the Ferry System and Kitsap Public Transit, we will be meeting with them as soon as possible after the holidays.

PLEASE NOTE:     JANUARY 11TH, CHIEF WAYNE SENTER OF THE KITSAP COUNTY FIRE DEPARTMENT WILL JOIN US FOR AN UPDATE OF DEPARTMENT SERVICES, WE ARE ESPECIALLY INTERESTED IN  LOSS OF FIRE/MEDICAL FAST RESPONSE WITH THE CLOSURE OF THE MANCHESTER FUEL FARM FIRE DEPARTMENT.    ALSO  HOW  WELL DO MEDICAL PERSONNEL KNOW THE FORMAT OF STREETS IN MANCHESTER IN THE EVENT OF ANY EMERGENCY.               WE ARE ASKING EVERYONE TO SUBMIT QUESTIONS AND/OR CONCERNS THEY MAY HAVE.
