MCP&PSG 11-7-06 DISCUSSION NOTES 6:45AM MANCHESTER FAMILY INN

 

Attending were Keri Desjardin, Ron Rada, Bob Lamb, Bob Parks, Paul Gilligan, Joe Blazevich Sr., Margaret Warren, Bud and Wanda Larsen.    A copy of draft of proposed By-Laws for the group under the Manchester Community Foundation umbrella were handed out for study and discussion.  Our expert on Robert's Rules of Order, Bob Edwards, was unable to attend today's meeting so a number of questions will have to be up for discussion in a few weeks.    Additions and deletions to the draft were reviewed, as was the mission statement.  It was suggested any changes or additions could be listed and submitted for review at the next meeting where such are going to be an agenda item.  In general the entire draft was felt to be well done and geared towards covering the needs of the 501C3 group status, many thanks to Bob and Bud for the time and effort involved in putting the draft together.

 

Some questions as to incorporation were brought up, which could not be answered at this time, due to Ron Rada having had to leave early.  These issues will also be addressed at the next meeting where such is an agenda item.

 

Everyone was reminded of the 11-13-06 (Monday) meeting of the Port of Manchester Commissioners, 7PM, Manchester Library.  The proposed resolutions from All Ports will be acted on.  Bud will report on bids received to repair the catch basin dip at the entrance to the Port boat launch parking lot.  It will have to be raised up 4" for the necessary runoff level.  Following the raising of the gtate the asphalt repairs will be under the direction of County Public Works.  The Port budget will also be a topic on the meeting agenda.    It was noted that Bob Ballard is assisting with a title search on Port and surrounding tidelands as relates to whether there are easements or not.  These lands go back to the early 1900's and whether some of the land belongs to DNR, or others is still in question.

 

A Kitsap County Sheriff's notice on a recent bank robbery was handed around.

 

Wanda passed out copy's of the form required to make a nomination for "Friend Of The Quarter" for the Manchester Library awards board.   This is a new project for the Friends and very worthwhile in recognizing outstanding efforts of the Friends membership.

 

An update on Neighborhood/Blockwatch activity was made by Joe Blazevich.  101 houses in the Puget Drive area have been contacted and provided with street signing, decals for homes, information sheets, etc.  Joe has recently issued a letter to all participants thanking them for their involvement in this most important community safety effort.  He also extended appreciation to Officer Pete Ball and Kitsap County Sheriff Steve Boyer, for their assistance and interest .

 

With the severe rains we have had recently, almost everyone had a story to share about flooding, etc., in their specific area.   Bud noted that he has been in contact with Friends of Puget Sound and other agency's who oppose any storm water that has not been treated, being dumped in to Puget Sound.  There is a great deal of interest and concern regarding this issue as well as the proposed storm water outfall project approved by the County. 

 

We discussed the "Transportation" segment of the Manchester Community Plan update due in 2007.     Carol Kowalski will be providing us with contact information for both Washington State Ferry's and Kitsap Transit.   While the "Transportation" segment that has been assigned to Bud and Wanda is only 10 pages long, each of the sections will require research and study to ensure they are current information for now and include projections for the 10 year plan.  We hope members of our group will be available to assist in this research on an on-going basis.

 

Our guest at the 11-14-06 meeting will be Marita Trohimavich/Pollard, E1 Kitsap County Community Development.  We will be discussing land use issues with Marita, including parking, traffic issues, permits, etc.  A high rate of extra traffic through Manchester in recent months is not only Navy Fuel Farm activity, but trucks loading dirt, rocks, etc. in and out of the area directly through the downtown core area.   Please plan to attend the 11-14-06 meeting, your input is important to the future of our community.

 

Joe Blazevich outlined his interest in the group promoting a Manchester Night Out involving area neighborhood/blockwatch groups.  Several possible locations were discussed for holding such an event, Manchester State Park, Pomeroy Park, Elim Lutheran Church, etc.  Anyone interested in assisting Joe, please contact him at 360-876-5276.  This would be similar to the annual National Night Out event held in late summer.
