Attending  were Ron and Joyce Rada, Bud and Wanda Larsen, Joe & Mary Ann Blazevich, Richard Dillworth, Dan Mitchell, Bob Edwards, and Bob Lamb.  News articles relative to the Manchester Main Street Storm Water Outfall and written by Travis Baker and Jeff Donaldson, were reviewed.  Letters of appreciation have been sent to both Travis and Jeff, for their support in public awareness articles.  While we technically lost our appeal at the Monday, July 10th meeting of the County Commissioners, it was felt we had presented the facts and related problems as clearly as possible.  We were disappointed that the violations of several Kitsap County Codes, and several errors in the official drawings, were ignored. 

 

A letter from  Joe Kleitch, view property owner adjacent to the outfall project was read.  His solution reads as follows:

            Since the old outfall line is grand fathered in, the new line should be buried at this same location and should extend well past low tide and past any eelgrass   

            clump.  This extension could probably be paid for by the savings of not having to dig up, disrupt and patch the boat launch area.  This would be a complete   

            solution to the storm water issue instead of a problem half solved with storm water still dumping out on the public beach.

 

An email from Janice Shaw of Committee to Restore Duncan Creek was read.  "I'm not surprised of the outcome, now we need to keep the pressure on the Port to not buckle under to the commissioners.  It may well be to bypass the commissioners and go to the Puget Sound Action Comm. in Olympia, they report directly to the Governor.  Certainly an option.

 

Following extensive discussion it was agreed there are several avenues to pursue.  Contacting the boating community for the area was assigned to Bob Lamb, who knows yacht club boaters is a good start:

            Discuss the issue with the Prosecuting Attorney's office for procedural information.  Bud Larsen

            Provide Commissioner Strode, Port of Manchester with copy of all paperwork involved and concerns on giving easement of recreational lands. Bud Larsen.

            Have Manchester Historical Society look in to removable of Historical piling pier Mosquito Fleet.  MC Edwards or Ron Rada.

            Call A Public Meeting if Approved by the Port for community input.   Bob Edwards.

            Keep In Close Touch Joe Kleitch and assist if possible.  John WInslow.

            Consult with Condo Developers for possible impact their projects.  Bud Larsen.

            Early on contact United States Coast Guard for project review.  Bud Larsen.

The July 10th Port of Manchester Commissioners meeting was discussed.  We will be working with the Commissioners to provide evidence to them regarding the seriousness of allowing an easement on recreational lands that were financed by the IAC.  By releasing the easement to the county, it is probable that the Port would then be required to provide like recreational land in another location as payment of recreational land taken away from the IAC grant money.  Wanda reported that Alan Fletcher of the Manchester Water District has been engaged to also work with the Port of Manchester to provide office services, including telephone, plus assist with issues relating to governmental agencies.  This is a professional move that should be a win win for everyone.

 

After review of 3 bids to do website updating for the Commissioners.  Arlene Rebelowski was selected to fill the position.

 

Bud reported that following last weeks meeting with Public Works and DCD officials they have moved quickly on our request for a traffic study.  As of today equipment is in place at the boat ramp parking lot, also on Colchester and Main Streets.  These officials will be coming back in two months with the results of their various study's.  They are fully aware of our concerns over adequate parking for residents and commercial customers in the expanded growth area of Manchester.  They are also going to research our concerns on traffic patterns as relates to increased traffic.  We greatly appreciate the involvement and cooperation of these people.

 

Some of us have received a response from Congressman Norm Dicks, as regards closure of the Manchester Fuel Farm Fire Dept.  It does not appear that there will be any intervention by his department.  He is confident that based on the historical low fire calls volume at Manchester Fuel Depot, this will not provide any undue burden on municipal fire companies in the area.  He enclosed detailed information from Navy with responses to the various concerns submitted.  Navy feels the critical time element is adequate as relates to fire calls and EMT calls.  If anyone has any ideas on additional efforts, please advise.

 

Joe Blazevich gave us an update on his Blockwatch efforts.  At this time he has well over half of the required percentage for an official blockwatch area, our of the 10 areas he and Mary Ann have worked long and hard with.  Many are at 80%, with lack of involvement from only one out of the 10 groups.  Joe and Mary Ann are to be commended for all their efforts on this important project.  Within the next couple of months Bud Larsen and Joyce Rada will be setting up contacts with Blockwatch Neighborhood  Watches throughout the community that are posted with CRIME WATCH signs but are not active.  Anyone interested in starting a Watch program,please let us know.

 

Bob Edwards and Bud Larsen will be completing their resolutions outlines in the next week, and prior to meeting with Sheriff's Chief Gary Simpson to revise the program for submission to Kitsap county Prosecuting Attorney Shelley Kneip.  They hope to have the presentation ready within the month.

 

Ron Rada announced that the 501C3 paperwork for the Manchester Community Council Foundation have been approved by the State of Washington.  Prior to submitting additional paperwork to the IRS, the trustees of each group in the foundation will be meeting the first week of August to finalize their by-laws, etc.   Bob Lamb noted it is important that each of these groups become incorporated or they will be subject to lawsuits that will impact each member belonging to the group.   Information of this nature is subject to review and a decision. There were cheers for the on-going efforts conducted by Ron Rada to obtain the 501C3.  This will enable to group to be a tax free entity with the ability to raise money through a number of available grants.  Good job Ron.
