MCP&PSG COFFEE & DISCUSSION nOTES 7-20-06, 6:45AM, MANCHESTER FAMILY INN

 

 

In attendance were Bob Lamb, Joe & Mary Cathern Edwards, Paul Gilligan, Joe & Mary Ann Blazevich, Bud and Wanda Larsen.  Two recent Sheriff's Department news releases were passed around.  Agenda announcements were deferred until after extensive discussion regarding the Manchester Main Street Storm Water Outfall, as proposed by the County.    Many pro and con comments on how to turn the situation around.  It was suggested the only approach to make was to go directly to Governor Gregoire.  It followed that we have already made arrangements to go to the Port Commissioners with a request to refuse easement to Port Property, and this is the procedure we will follow.  Bud to call Jim Strode and review our concerns and those of many others in the community, as well as the boating public who use Manchester facilities on a regular basis.  A suggestion was made to drop it, nothing we can do anyway.  A positive concensus was to work towards getting the pipe extended where it is presently located, out past the end of the dock to deep water.  It was agreed this is not a bad idea, it would erase the navigational concerns, it would take control of the outfall contamination situation, and it would be a money saving procedure for all concerned.  In addition with the space the country has proposed not being used, there would be the possibility of building an additional ramp at some time in the future.  This concept was the original plan when the grant money's were give to the Port of Manchester through contributions of the IAC.  Keeping in mind, that if an easement were given to the country on the recreational land, the Port could be held responsible for providing like land in another place to IAC.    (NOTE:  Bud has called Jim Strode, and Jim advised that he has already talked to the county regarding no easement.  This will be the main topic for the next Port of Manchester Commissioners meeting on August 7th.  All interested in reversing decisions that are detrimental to the Community, are asked to attend the Port meeting on August 7th,9residents and boating public alike.)

 

In that we felt it was prudent to wait and see what occurs at the August 7th meeting, to distribute petitions etc., the petitions we have prepared will not be submitted to the public until we learn the outcome of the Port Meeting on the 7th.  A word of thanks to John Winslow for assisting us in preparation of the petitions themselves and the information outlines that relate to the entire project.  If it is felt necessary, this information will be distributed at a later date.

 

Bud Larsen has had numerous conversations with County, State, and Federal agency's  about the misleading information in the entire outfall proposal.  These agency's include U. S. Coast Guard (Aid to navigation), Puget Sound Action Committee, Geodetic Survey (establish international datum line used by surveyors and engineers), IAC (Inter Agency Committee For Recreation), National Fisheries, Corp. of Engineers, and others.  If you have input, or recommendations that might be helpful, we will appreciate it.

 

ANNOUNCEMENT:  Due to a date conflict at the Library, there will be no Manchester Historical Society meeting this week.

 

ANNOUNCEMENT:  Mary Ann Blazevich has volunteered to assist with putting the groups archives together in alphabetical, event, and date order.  This is a tremendous contribution to our efforts, thanks a lot Mary Ann.

 

ANNOUNCEMENT:  A letter has been sent to Sheriff Steve Boyer, recommending positive action on Joyce Rada's application for the 3rd Sheriff's Citizens Academy.

 

ANNOUNCEMENT:  Due to an overload of commitments at this time, our group will be unable to volunteer to participate in the MCA Manchester Days Festival 8-26.

 

ANNOUNCEMENT:  The date of August 1, 7:00PM has been set for the Manchester Community Council Foundation trustees meeting.  Congratulations to Ron Rada for all the hard work he put in to get the 501C3 non-profit classification accepted by the State of Washington and the Internal Revenue Service.

 

It was noted that only two responses have been received from Congressman Norm Dicks on the concerns of 137 citizens that signed a petition, and others, on the closure of the Manchester Fuel Farm Fire Department.  The two letters were identical, and made it clear that there would be no change in their decision to close the facility.  Both Congressman Dicks and the Navy indicate this is a cost saving procedure.  They do not foresee any disastrous fire situations, etc.

 

Bob Edwards and Bud Larsen are working on completing some revisions requested by Prosecuting Attorney Shelley Kneip.  This will be meeting with Chief Gary Simpson of the Sheriff's Department within the next week or so.  Upon completion of the revisions they will be taken back to the Port of Manchester and the All Ports Commission for approval.  They will then be submitted to the Kitsap County Commisioners with a request for action to make the resolution into ordinances.

 

We have received a response from Marita Trohimovich Pollard, engineer Kitsap CountyDept, of Community Development, as regards some of the questions that were submitted at our recent meeting with reprehensive from the Department.   Information already gathered includes,  Colchester Commons will have 70 parking spaces when only 54 are required.  Manchester Commons (soon to be Manchester Anchors) will have 38 spaces where 24 spaces are required.  Spruce House, opposite the side of the Post Office is a pre-application at this time.  Only preliminary information available at this time.  Regarding the plats on Puget Drive SUNRISE PLAT - under revision due to septic issues (Pending), Puget Highlands (17 lots) currently in review for SDAP (Site Development Activity Permit - for construction).  Marita and staff will be visiting us again in a couple of months.  Anyone having questions should compile a  list to submit in advance of the next meeting so she can have information ready to report to us.  Questions from the floor will also be taken.  Please forward your questions to budwanlars@wavecable.com
