John Winslow gave an
interesting report on the Friends of the Library's results following the
Saturday, August 26th MCA Festival held in the Library parking lot. The
fund raising conducted by the Friends was very successful, with the Friends
making $429 in the 10AM to 4PM event. The
receipts were from the sale of children's books, plants, quilt raffle, lantern
raffle, book bags, $152 for the sale of root beer floats, and the sale of two
salmon bake tickets from a gentleman who could not attend, but wanted to pay
for two meals. This is an example of what can occur in fund raising,
great job. The MCA event was well attended and lots of selections to
choose from.
Bob Edwards our By-Laws
expert was unable to join with us this morning due to a conflicting
appointment. We know the day of the week change has impacted some of our members attendance, with there being no other day available
at the
The group reviewed planning
to date on the group's by-laws for an umbrella position under the new
Manchester Federation 501c3 classification. Bob reported that the
crux of the document necessary is as follows:
1) that our discussion
group sessions are run by a facilitator, thus is it up to the facilitator to conduct
the meeting.
2) the official business meeting will be held annually, and
special meetings can be called at any time.
3) Robert's Rules will govern the business at the business
meetings, but are not mandatory for the discussion group.
4) the positions of officers, trustees; official business,
voting, and other matters are addressed in the Bylaws.
5) a dues structure will be implemented, so as to
restrict voting on issues at the business meeting to be paid up members who
have attended a specified
number of meetings before they are eligible to
vote. This restriction being for the protection of the group's endeavors
Bob and Bud still have some fine
lining to do prior to completing the finished document to the
Manchester Federation for approval. Both have spent countless hours on
perfecting the procedures and the intent of the Bylaws, it is much
appreciated.
A notice received from Dee DHaem announced an upcoming U>S> Coast Guard

Manchester Library. For additional information stop by the Library
and obtain the details.
It was reported that Jon
Brand and Marita Trohimovichpollard
have been requested to schedule a return date to bring us up to date on their
findings as pertains to both traffic issues and parking. They were with
us two months ago and asked to return in a couple of months after reviewing
numerous issues that we had concerns about. As we mentioned before, we
are asking anyone who has additional questions to ask, to forward them to budwanlars@wavecable.com
and we will compile a list to present to Public Works in advance of the
next meeting. (SPECIAL NOTICE: following today's meeting
we received word from Jon Brand that stated they would be glad to come out and
visit with our group again. He stated that they have collected some
interesting data on the
Be advised that we have had
a response dated August 2, 2006 from Congressman Norm Dicks, relative to the
closure of the Manchester Fuel Farm Fire Department. This letter is the
same as those received earlier by group members. It does however, not
mention the 137 signatures on the petition we presented to congressman Dicks offices in
Discussion was held on
recent information pertaining to requirements for improvements to the Port
facilities, as indicated in the 1996 Facilities Improvements. Very interesting that the document mentions the use of parking fees
as a positive improvement. While the Port owns the property below
the dock, a review is being made as to what percentage's
of
Neighborhood/Blockwatch programs were discussed. Joe expects
