Meeting Notes MCP&PSG Meeting of 9-5-06, 6:45AM, Manchester Family Inn

Attending were Joe and Mary Ann Blazevich, Bud and Wanda Larsen, Ron and Joyce Rada, Paul Gilligan and Bob Edwards.  Watch for tomorrow's edition of the Port Orchard Independent, Jeff Donaldson has indicated he will be doing an article relating to the Manchester Storm Water Outfall.   We have provided Jeff with a copy of the Kitsap County Codes that involve interpretations of possible violations, as well as cost estimates that differ from those made by the county.  The next Port of Manchester Commissioners meeting will be held next week, on Monday 9-11-06, 7:00PM at the Manchester Library.  Please plan to attend this very important meeting which will include rulings on the Port not allowing an easement  on the North side of the float for a storm water outfall.

We discussed  the Port Ramp extension that we have been advised would take place this fall.

An inquiry was received from noting that the house on the corner of Beach Drive and Main Street is for rent.  We advised  that the owner  will be asked if  he would approve having the bushes trimmed that are blocking the corner line of sight to drivers turning east off of Beach Drive.  It was also asked about the storage garage  between the corner house and the next property, we will check in to ownership and ask KNAP representative Cpl. Bob Millard to look at the location and give us an opinion.   We will also pass this information along to Kitsap County Public Works, who will be meeting with us on 9-19-06.   In reply to our request for ideas and suggestions to take to Public Works representatives, we have received  a request that we ask Public Works if there is a possibility of them looking in to the parking lot situation at the Port of Manchester, to see if they would have any ideas on changing the configuration to allow for more parking slots within the given spaces.    Also would the county have any suggestions on how to use the shoulder spaces in Manchester for parking for vehicles and trailers.  There really is not clear signage to help people find legal and safe parking spaces at this time.   There is a need for clearer instructions or restrictions to resolve trailer parking downtown.

Next week we will be submitting a final list of ideas and suggestions to Public Works, in advance of their meeting with us on the 19th.  As previously requested, if you have ideas and suggestions please contact us by email budwanlars@wavecable.com as soon as possible.

Bud will be talking with Chief of Patrol Gary Simpson and Phil Best, regarding the All Ports Resolutions changes and County/Cities wide involvement.  We hope to have a report on this issue very soon.

The upcoming By-Laws for our group with the Manchester Foundation were discussed.  Other than a formal printout, these rules are basically completed.  They need to be submitted to the Federation by early October.   Bob and Bud will review and finalize this paperwork as soon as possible.

Joyce Rada will begin her participation on the Sheriff's Citizen's Academy this month.  She is really looking forward to the experience.  Our group will look forward to her reports during the 10 weeks of weekly meetings.

Joe reported that he has handed our the house signs for neighborhood/blockwatch in the Puget Drive area but has not yet received notice of a date on when to expect the street signs for CRIME WATCH to be in place.  He will be continuing his efforts to have the signs in place.  Bud and Joyce will again to the Daniels Look and others this coming Saturday in an effort to get various areas in place for crime watch.
