A good crowd for our first FALL meeting.  Attending were Joyce Rada, Paul GIlligan, Ron Rada, Joe and Mary Ann Blazevich, Richard Dillworth, Bud and Wanda Larsen,Kerri Desjardin, Bob and Mary Cathern Edwards, Rudy and Louise Renteria, and Travis Baker.

 

Two news releases from Sheriff Steve Boyer's office were handed around.   We will be forwarding a copy of the department's form that you can complete and leave at the Sheriff's office, which will enable you to receive the news releases directly from the Sheriff's office.   The request form asks only for your name, email address, and phone number.   (click here for form)

 

Bud reported that the Port of Manchester Ramp Extension scheduled for completion tomorrow is now opened temporarily.  There were some problems in making the attachment point and the pre-fabricated slabs come together.  The job has gone extremely well other than a few unexpected conditions with tides and with placement. Word has been received that the derelict sailboat that has been moored just outside the launch entrance for some time, has been scheduled for removal to some other location either today or tomorrow.

 

It was noted the latest copy of the MANCHESTER NEWSLETTER is now on-line.  This is an excellent source for community information headed up by Arlene Rebelowski and Helen Robinson.  Great job and a valuable one.

 

We reviewed last week's meeting with Deputy Pete Ball as relates to Neighborhood Watch and other matters.    We will continue to upgrade the community locations map, as well as provide new names, numbers, etc.  Correction to the name of the safety organization organized by the NFPA, their website home page can be consulted at NFPA/org.riskwatch.com, many of us were interested in the safety program they offer.  This program addresses reading, writing, arithmetic and other issues that are all related to safety first in our homes, work, and general lifestyle.  We will research if this could become an extra curricular program through the schools at some future date.  Presently the schedules at the schools are so full with regular study programs, that this extra program has not been endorsed by the school system.   Any ideas or suggestions would be welcome.

 

Recent decisions by the Kitsap County Planning Board were discussed.     Everyone is encouraged to attend as many of the formal meeting sessions being conducted by the County as they can for up to date information and planning for Manchester's future. 

 

We will be looking in to additional use of the County speed readerboards, as well as the cost of one for the Community to move from place to place.  It was felt that without maintenance coverage for this type of equipment, it might be cost prohibitive.  We will look in to it.  These signs are felt to be extremely effective and we continue to feel that it is of the utmost importance that Manchester maintain the highest safety standards possible for crime prevention.  Neighbor and COP member Duane Miller will be asked to look in to signing requirements for us.

 

The Manchester Community Foundation will be meeting later this month. By-laws have been updated and made available to the foundations for approval or changes to conform to the 501C3 standards.  Grants study is also underway for the purpose of locating grant funding for a number of on-going interests in Manchester.  In regards to our by-laws, the question was asked relating to membership requirements to our group.  At the present time we meet on a completely informal and open basis.  It was agreed that there is no need for formal membership status until we are in a funded position at some future date.  Membership qualification was discussed and it was agreed that anyone attending at least one meeting per quarter each year, who is a full time resident, would be eligible for membership.

 

We will be asking Dan Olsen of Kitsap Fire & Rescue to meet with us to go over some of the emergency issues each of us should know, as to where do you turn off the water supply, where is that location inside and out, and other fire and safety matters that we need to be constantly aware of.  In addition, we hope to have someone from the School District to discuss the schools position on extra curricular programs such as the Riskwatch Program.  If there is a topic you have a particular interest in let us know, we will make every effort to find someone in a leadership capacity to join us and help us understand our particular interests.

 

UPCOMING DATE CHANGE:     The Port of Manchester Commissioners meeting has been changed from the second Monday of the month to the 3rd Monday of the month for this month.  It will be held at the Manchester Library 7:00PM October 15th.

 

CANDIDATES FORUM:   Friday, October 19th is the date, time is 6:00PM to 9:00 PM, location Manchester Library.   (10/5 Revision: This date could not be worked out with the League of Women Voters, so the official “forum” has been cancelled.  Ron Rada has planned a personal “Meet the Candidate Session” for 10/13 from 3:00-5:00 pm, and he hopes the other candidates will be able to join him.)  Candidates running for election have been invited to attend and meet their constituents.  Included in the invitation will be candidates for the Port of Manchester Position #2 and Position #3, Manchester Water District, Manchester Fire Commissioners, etc.  Plan to attend, this is your chance to meet the candidates you will be voting for on November 6th.

 

MC Edwards noted that there is a video available called Wilderness Survival that is an excellent presentation and definitely safety oriented.  We will try and make this presentation available to you in January or February, 2008.

 

When asked how the new Tacoma Narrows bridge seems to be working with traffic issues, Travis Baker reported that is seems to be working smoothly the majority of the time.  The flow is steady and moving according to plan.  There continues to be some problems with the I-5 corridor joining the bridge traffic but construction is underway on these, no definite completion date at this time.  Toll booth stops create some delay but no significant problems.  This is good news to everyone using the bridge.
