MCP&PSG COFFEE & DISCUSSION 11-6-07 MANCHESTER FAMILY INN 6:45AM

Attending today were Bud and Wanda Larsen, Joe Blazevich, Sr., Paul Gilligan, Rudy and Louise Renteria, Ray Pardo, Bob and Mary Cathern Edwards, Peggy Warren and Deputy Bob Millard.       A news release pertaining to the arrest of the former minister of the South Colby Church was passed around and discussed briefly, this predator relationship in South Kitsap has been of great concern by everyone in the community.  We also discussed the recent  article written by Aaron Burkhalter of the Port Orchard Independent, that outlines our crime prevention and public safety group, it's background, purpose, options and future goals.   Anyone who is interested in attending our meetings is welcome to attend any Tuesday morning 6:45AM at the Manchester Family Inn.

REMINDER:    Next meeting of the Port of Manchester will be this coming Monday, Nov. 12th, Manchester Library, 7:00PM.  Bud passed around pictures taken of the newly completed ramp extension that were taken last Tuesday at 2:00AM by Bud and Joe Guariz.    They did the inspection per the request of Kirsten Kuykendall of Washington State Fish & Wildlife.  Copy's of the pictures and an email were forwarded to Commissioner Strode and the port attorney outlining their findings.  It was especially difficult to adequately inspect the site due to the time of night, as well as excessive seaweed accumulated on the ramp.  It appears to have been completed per specifications, but it is up to the Port Commissioners to confirm approval to Fish & Wildlife.    (NOTE:    SOMEONE AT THE TABLE THIS MORNING PICKED UP THE COPIES OF THE PHOTOS, PLEASE CONTACT BUD TO LET HIM KNOW WHERE HE CAN PICK THEM UP, THANK YOU.)

Paul Gilligan and Bud met this week with Paul Andrews Kitsap County GIS and learned the procedures to use maps created by the county for Neighborhood Watch and Disaster Preparedness mapping.  We will be asking Mr. Andrews to attend one of our meetings as soon as possible.

We discussed guests who will be invited to attend our meetings in the upcoming months.  They include Lt. Kathy Collins of the Records Division for the Sheriff's office, she works closely with GIS on various records.  We will also be asking law enforcement officials working with the public schools to discuss their safety programs, as well as the attitude for or against additional safety programs added to the school curriculum.    It has been some time since we have had David Hopkins of The Anchors Condominium attend one of our meetings, hopefully he will be able to join us and give us an update on progress of work in progress at The Anchors site.  In addition we will be contacting Capt. Albright of COP  to join us for a meeting and bring us up to date on Neighborhood Watch procedures.

Cpl. Dan Millard was with us this morning as always has important information for us.    He reported that the property on Madrone that we reported to KNAT (Kitsap Nuisance Abatement Team), has been significantly cleaned up.  The residents in the one house were very cooperative and continued work in this area will be on-going.   Bob has been instrumental is having some serious cleanup projects take place.

Not a safety matter but an interesting one, if you have not already seen COMET HOLMES, take time to look at it, Ray Pardo reported on this phenomena  which is being seen nightly over our area anytime after dark.   Look to the North East to see this bright light located between Cassiopea (a W on it's side) and Capella rising in the sky till it is overhead at around 11:00PM.

The remainder of the meeting was spent reviewing copy for by-laws for our group when it becomes a part of the Manchester Foundation.  This information was compiled by Bob Edwards and Bud in 2006 after numerous meetings and changes to the text.  It is obvious that there is considerable evaluation required to arrive at the best method of representing the group and it's goal.  We discussed the definition of a member, what boundary's are involved (Lamirid, Port, Water District, etc.) dues or not, mailed ballots or not, meeting attendance requirements and overall structure for voting.   In that Ron Rada was unable to attend this morning's meeting and in consideration of his having been involved in the original text considerations, it was decided everyone would take their copy with them, make notes, and bring them to next weeks meeting for review.(NOTE:   this afternoon we received a 5 page document from Ray Pardo which addresses the already marked sections of the original text, also ideas suggested at the meeting this morning, and other aspects of putting a worthwhile set of by-laws together.  We thank Ray for his interest and for sharing his expertise on by-laws with us.)
