MCP&PSG DISCUSSION & COFFEE FEBRUARY 27, 2007 6:45AM MANCHESTER FAMILY INN

 

In attendance were Peggy Warren, Richard Dillworth, Paul Gilligan, Bud and Wanda Larsen.  Bob Parks was excused due to a surgery appointment this morning.  He has experienced a detached retina so lets all wish Bob a successful and quick recovery from laser surgery.    No reports this week from the Kitsap County Sheriff's Department.  We are awaiting word on the damage caused by the recent Police Chase in downtown Manchester.

 

Discussion was held regarding the apparently homeless man who appears to have taken up residence in the Port of Manchester restroom facility.  Parks has talked to him on several occasions and the man seems to believe there is nothing wrong with his sleeping on the floor in the restroom and locking the door so others cannot enter.  911 was called on Monday evening after seeing him slouched on the curb intoxicated.  No report on the results of that call.  This man has been in the area for a period of time . 

 

Bud reported that he and Wanda, along with Ron Rada has met with the news reporter, Aaron Buckhalter, of the Port Orchard Independent on Monday.  Aaron replaces Jeff Donaldson who has been transferred to the Sports Desk at the paper.  We had an interesting conversation with Aaron and provided him with background information on Manchester, it's various organizations, and activities with the Port of Manchester and Kitsap County officials.  He plans to attend this evenings DCD and Commissioner Jan Angel's meeting on the Manchester  Community  Plan upgrading that is due by the end of September 2007. 

 

Tonight is the special DCD/Angel meeting at the County Commissioners Chambers in the new administration building.  There will be an open house at 5:45PM, followed by the official meeting starting at 6:30PM through 8:30PM.  We hope any of you who are interested in Manchester's growth and involvement in the next 5 to10 years, will plan to attend this meeting.  During the Open House session we will have an opportunity to view maps, various outlines, etc. and certainly many of the things we need to know if we plan to volunteer to work on this very special committee.     Scott Diener, of Community Planning will be in charge of the meeting.

 

Another  Manchester community meeting will be held on March 12, Monday, 2007 at 10:00AM at the Kitsap County Commissioners Chambers in the administration building .  This meeting is the official hearing  for Marina Regulations for Kitsap County Port Districts.  This is a subject our group has long been involved in as we work towards better safety regulations and crime prevention.  Please plan to attend this meeting.  It is hoped that realistic and enforceable regulations can be established, thus giving the Sheriff's Department the authority to interact for the first time in certain law enforcement issues on Port property.  Ports participating in the important endeavor include Bremerton, Brownsville, Eglon, Illahee, Indianola, Keyport, Manchester, Poulsbo, Silverdale, Tracyton and Waterman.  All have published the required notice of the meeting and has adopted a resolution requiring the adoption of the proposed ordinance.

 

It was noted that in November of this year there will be two openings for the position of Port Commissioner, for the Port of Manchester.  Those up for reelection are Commissioner Fullstrom and Commissioner Parks.  If you know of anyone interested in running for the positions, please let us know.  While we cannot actively support any candidate, we can make information available to interested parties.

 

We have invited Dusty Wiley to attend our next meeting to discuss several safety issues we reported to him a few weeks back.  Dusty has already taken care of the Main and Colchester streetlight that was inoperative.  He has also submitted paperwork for two safety related streets off Mile Hill that require additional lighting  at night.  He has conducted the survey for the suggested 4way stop at Alaska/Madrone and will be reporting to us.

 

We are awaiting word from Pete Ball County Resources Officer regarding Neighborhood/Blockwatch activities.
