May 29, 2007 Manchester Crime Prevention & Public Safety Group 6:45AM Coffee & Discussion Notes:

 

Those attending included Ron and Joyce Rada, Paul Gilligan, Bud and Wanda Larsen, Peggy Warren, and Joe Solimene.  Mark Rebelowski stopped in for awhile before Kiwanis.  Ray Pardo was excused.

 

Copies of the “Citizen’s On Patrol” vacation house check form were distributed.  We will have a supply of these forms to hand out at the Father’s Day Salmon Bake, as well as forms available to all interested residents on request.  This is a very effective way of having a qualified backup for safety purposes when you leave town.  The COP officers drop by to check your property while you are gone at different times of the day or night.  A very effective way of deterring vandalism as well as a free service to Manchester residents.  Many thanks to the Sheriff’s department.

 

A number of crime reports from the Sheriff’s department were passed around and discussed.  We find this method of keeping current on news to be extremely helpful to members of the community who are interested in crime prevention and public safety.  News releases included:

            Community Nofitification:  Level III Sex Offenders

            Central Kitsap man in custody for unlawful explosives

 

There was a brief review of the May 21 Closed Public Hearing for an administrative appeal to the Board of County Commissioners following an open record hearing (before the Hearing Examiner) on a project permit application on the record with no or limited new evidence or information allowed to be submitted.   The closed record appeal that followed was considered to be positive by Douglas and Cerissa Holme of the Manchester Family Inn.  They have expressed support for The Anchors retail and residential complex which has been approved , but have concerns as to the Manchester Commons which they consider out of scope in size and density with the town’s character.   The original approval of the Commons has been sent back to the Hearing Examiner for reexamination of the decision.

 

Please note:  the Manchester Community Foundation meeting scheduled for June 7 at 6:30PM has been rescheduled due to a date and time conflict. 

 

The next scheduled meetings for the Manchester Community Plan Update Committee is Tuesday, June 19, 6:30PM at the Commissioners Chambers in the Administration Building in Port Orchard.  Both the Public Facilities/Infrastructure/Parks Committee and the Transportation Committee are of special interest to our crime prevention and public safety issues.  Make plans to attend and participate in any of the groups that are of particular interest to you.

 

On June 12th the Manchester Community Plan Update Committee “Zoning” group will meet at the Manchester Public Library at 6:30PM.   We have no new information at this time on either the Zoning or the Design Standards segments of the Community Plan Update.

 

Bud reported that bids for the long awaited ramp extension at the Port of Manchester were due on May 3, 2007.  3 bids were received, a big improvement over last year when no bids were submitted.  The lowest bid was 10% over estimate.  IAC has advised they will be unable to come up with additional sums over the $230,000 already submitted.  The Port of Manchester has been advised of the shortage and are working towards coming up with the additional funds in order to have the project underway this year in the open window time frame.

 

It was noted that the proposed Marine regulations for Kitsap All Ports to the Kitsap County Commissioners has been postponed by request of Commissioner Endreson.  The list of 12 proposed resolutions are those that our group initiated some 3 years ago and have continued to watch with interest.  The proposals need joint cooperation of the Sheriff’s Department, and the Port Commissioners to have effective law enforcement in the various Port facilities in Kitsap County.  As you know, at the present time the authority for rules enforcement in the Port facilities rests with the Port Commissioners, instead of law enforcement officials.  We will be talking with the prosecutors office again regarding the language of the proposed resolutions and the best way to submit them to the Sheriff’s department.

 

Vandalism has again visited the Boat Launch and Pomeroy Park.  The results are extensive large print writing on the concrete slab under the shelter in the park and on two sides of the rest room in the boat launch area.  Several volunteer citizens will undertake to remove and or paint over the damage.  The law has been advised and appear to have knowledge of those responsible.

 

Don’t forget the Father’s Day annual salmon bake put on by the Manchester Friends of the Library in their parking lot in front of the library.  That is Sunday, June 17th Noon to 5:00PM, or when the food runs out.   The menu includes salmon, baked beans, cole slaw, garlic bread and a soft drink.  $10 for adults, $7 for children under 11.   Be sure to leave room for the homemade cookies that will be on sale for dessert.  This is a major fund raising event for the Friends , all profits go to support and maintain the Manchester Library.  Plan to be there!  If you would like to volunteer an hour or more of your time to help with setup, serving, running errands, cashiering, selling raffle tickets, or selling book at the book sale, give a call to John Winslow (206-524-0176, or 360-871-7115.
