Those attending included
Kerri Desjardin, Ron and Joyce Rada, Paul
Gilligan, Joe Blazevich, Bud and Wanda Larsen, and
special guest Dusty Wiley. Safety issues for the past week included a
report of two short men hanging around the beach area by Kowalski's after dark
one night. No logical reason given for why they were there other than
just checking things out. They were driving an older model black or
maroon car that resembled an older style police car.
An email from Chris Henry at
the Kitsap News was read. She has indicated that her editor is interested
in more extensive coverage of the Manchester
area, she will keep us advised on what results there
are.
An email from Janice Shaw
was to let us know she had out of town guests and could not attend this mornings meetings. The Shaw's concerns about
speeders within the 25MPH stretch in front of their home on Beach Drive were reviewed.
Bud will be talking with Janice within the next couple of days to advise what
can be done to take care of their problem with backing out on to the street.
There was also an email from
M.C. Edwards asking us to thank Dusty for his diligent watch of the speeders on
Puget Drive.
Dusty noted that the latest situation on Puget is kids on skate boards are
acting together with another individual in an automobile. They grab on to
the side or the trunk lid of the car, then the car takes off down the hill with
the skate boarder hanging on. Pretty heavy speeds by the time they reach
the bottom. Last week Dusty witnessed a case of the skater losing control
and falling off his skate, almost under the wheel. Anyone
witnessing this type of violation is urged to contact 911
immediately. In another situation, Dusty was able to stop the
person in Edwards driveway and have a serious talk
with him about his actions. The person was told to go back where he comes
from down near the Court House and not come back to Manchester. This type of
activity is an accident waiting to happen, so keep your eyes out for violators.
It appears that the recently
published Port of
Silverdale rules probably
originated from the master list all the Ports agreed on recently. It
would seem that Manchester
will need to create their own specific set of rules
from that list. Bud has been asked to contact Phil Best to determine if
we are correct about the rules, and if so, we will be preparing an outline for
the upcoming Port
of Manchester Commissioners
meeting. In addition we will be in touch with Patrol Chief
Simpson as to his determination regarding the proposed rules as they would
pertain to Manchester.
Dusty confirmed that he
would bring in the traffic reader boards for another look at speeding on Beach Drive, Colchester, and Puget
Drive. The equipment is currently in use in North Kitsap. We will let you know when we can
expect to have the boards available for Manchester.
We are still awaiting a ruling from Dept. of Public Works on standard county
guidelines for corner visibility requirements.

Dept. of Public Works is our contact for Transportation issues for the
Manchester Community Plan 2007 Revisions and has done an excellent job in
hearing numerous issues as to what problem areas there may be in the plan, and
how they can be directed. For anyone who has a specific concern, problem,
ideas, etc. as regards traffic and safety matters, PLEASE spell the matter out
in writing as a Manchester
resident who is interested in all segments of the plan revisions. Submit
your outline to Jim as soon as possible, he needs your
input in hand to consider the overall program. Now is the time to speak
