JULY 24, 2007 MCP&PSG COFFEE & DISCUSSION 6:45AM THE FAMILY INN AT MANCHESTER

 

Vacation time is definitely here.   Attending today's meeting were Joe Blazevich, Bud and Wanda Larsen, Bob Parks and Mark Rebelowski dropped in for awhile.  Excused were Ray Pardo, Ron and Joyce Rada, and Paul Gilligan.    Our scheduled guest, Duane Miller, COP Volunteer was detained elsewhere, and will try and make it next week.

 

Lots of interest, as well as concerns, about the sailboat tied up at the Port of Manchester fishing float.  The boat has been in the area for several months, anchoring out off of the Port entrance with the owner going back and forth in his dinghy.    The boat has been tied to a mooring near Yukon Harbor for several weeks now as well as out near Blake Island.  Folks this vessel is a meth lab and as of now, no idea where the owner has disappeared to.    State authorities brought it in to the Manchester fishing dock a couple of days ago, sectioned off with caution tape.   Yesterday State Patrol officers inspected the boat at the dock.    West Sound Narcotics Enforcement Team (Westnet)  advises that they will follow up on what is to be done about the vessel.   Extreme low tides later this week will put the boat aground and on it's side, not something we need on our float. The owner of the sail boat was not found. We will keep you advised.

 

The excitement this past week was the demolition of the old Manchester Grocery and the Past & Presents building.  A really professional job on this, with the buildings doing down in half a day, another day to scoop up all the materials and truck them away in 4 large trucks.  Then came the digging up of the old asphalt, concrete, etc.   An old safe found in the market building was a surprise, no word on previous owners yet.    All the activity has had little effect on the neighborhood as far as traffic and safety issues go.  Best of all the noise has been moderate and far less than was anticipated.

 

Completion of the long awaited ramp extension at the Manchester Boat Launch is in sight.  The ramp extension contractor ACC Hurlen Construction of Seattle has scheduled work to begin Tuesday, 9-4-07, the day after Labor Day.  Construction time is estimated to be at least 1 week and  up to 2 weeks, depending on the time needed for the pre-cast and grouting media to cure.  The Contractor has asked for extended work hours to possibly 9:00PM, to take advantage of the low tides.  WSFW Engineering will contact Kitsap County offices to waive the noise abatement requirements as needed.  The contractor inquired if the Port of Manchester has fresh water on site for dampening areas and mixing group.    The Port Commissioners will be erecting barriers on Main Street  in advance of closure of the boat launch, and will include a notice

for boaters.

 

The proposed resolutions for All Ports have been given to all of the participating Ports, with letter copy samples for the required letters of agreement between each Port and the Sheriff's Office.   Without letters of agreement between the two agency's, the Sheriff's office cannot assume responsibility for law enforcement on property owned by the various Ports.    This is a very important issue.

 

Ray Pardo was unable to attend today and give a report on the updated Manchester Community Plan Transportation segment.  A lot of work has been put in to the text, to insure all transportation topics have been reviewed and revised as necessary, for the best means of effectiveness.  Thanks much Ray for your assist on this.

 

We have invited Deputy Pete Ball, Community Resource Officer, to attend one of the four meetings scheduled for September, the 4th, the 11th, the 18th, and the 25th.  It is time for us to update our neighborhood watch involvement for the community.  Pete will be able to advise us on updated or new information currently being used in other neighborhoods.    Joe Blazevich advises he has lost one of his watch Captains, and will need two Captains so complete his area.  Bud is also working on additions and deletions to the North, South, and Central Manchester areas.  Anyone willing to help please contact Bud or Joyce Rada to see how you can help.
