Attending today's meeting were Ron and Joyce Rada, John Winslow, Paul Gilligan, Joe Blazevich, Bud and Wanda Larsen and guest Cpl. Bob Millard, Kitsap County Sheriff;s office.   Today's KSCO News Releases included "Temporary "no wake zone" established for Dyes Inlet; temporary street closures in Old Town Silverdale.  A Community noticification: level III sex offender.   Finally a joint press release of the Washington State Patrol, Port Orchard Police Dept., Kitsap County Sheriff's Office, and Bremerton Police Dept.   Entitled "Motorcycle Safety - Dangerous roadways summer of 'o7, part 1."

 

The tour of the Sheriff's new search and rescue boat last week was discussed.  The special features of the boat allow for far better search and rescue efforts, as well as body recovery and domestic violence issues law enforcement.  There was some concern about the boat sitting idle unless there is an emergency, and it taking up to an hour to get the boat in to action with the required number of crew.   It appears this arrangement is pretty much standard procedure, with deputy's performing other duty's when not on emergency call.  There are over a dozen certified personnel for the boat .   Another important factor is a tremendous safety improvement, and the costs of the boat, etc. are not Dept. funds, but grants, etc.    In his talks with Sgt. Jim McDonough, Bud noticed the pride the officers have in the boat, the position, and the safety possibilities.    A sidelight to last weeks tour was a local boat going by the Sheriff's vessel, had a driver with no life jacket on, Sgt. McDonough hailed the driver who momentarily kept going.  He was officially advised to return to the dock and did so.

 

An item of interest was an 11 page email from Bob Lamb  "thought you might find this interesting".  It was in regards to the Condominium Client Detail Report for the Colchester Commons and showed selling prices ranging from a low of $785,000 to a high of $1,060,000, not including home ownership dues.

 

In response to the rumor that two women now own the Colchester Commons project, as of 8-2-07 the applicant is still John Park, owner Y Van Tran.  Perhaps the two women mentioned, could be future owners of individual condo's within the complex.  In this weeks Kitsap Sun headlines indicated the Manchester Condo Project Survives It's Newest Challenge.   The Kitsap County Hearing Examiner  has given the go-ahead to the Colchester Commons, denying an appeal by residents to stop the project.   Any appeal must be filed on or before the close of business on August 16, 2007.

 

The next meeting of the Manchester Community Foundation will be held on October 18, 2007 with additional information to follow.  The foundation will include various groups within the community to take advantage of a 501C3 tax status.  Two persons from each organization will act as the trustees for the Foundation.

 

We are planning to update and promote Neighborhood Watch.Blockwatch areas in the Community during the month of September.  We have invited Kitsap County Community Resource Officer Pete Ball to attend one of the four MCP&PSG meetings in September to bring us up to date on current rules and regulations.  Anyone interested in participating in Watch contacts and calls is asked to let us know of their interest.  Contact Joe Blazevich, Joyce Rada, or Bud Larsen.

 

Last night Port of Manchester brought some good news, the 3 Port of Manchester Commissioners unanimously voted to approve the letter of agreement between the Port and the Kitsap County Sheriff's Office.   It is now up to the Sheriff's Office to co-sign the agreement which will allow Deputy's to enter the Port's private property to enforce law enforcement violations.   We have worked long on developing this mutual exchange for better control and safety in the Port area.  Next will be printing of approved signs, advertising to the public and making sure the general public and community understand the resolutions.   Friends of the Port are already prepared to assist with getting handouts to the public.   Some ideas included having those who are willing, handout information at the Post Office, local businesses, Library, the Manchester Family Inn, etc.  Would YOU like to help?

 

Bud reported that the ramp extension is scheduled  to  begin the day after Labor Day.  This will necessitate advising the boating public and others that the boat launch will be closed for up to two weeks, depending upon the curing time frame for the concrete materials.   It was agreed the Commissioners will issue a notice in the newspaper and also have handouts available.   The contractor will provide caution tapes and closure information at the site.

 

Commissioner Fullstrom reported on the beach survey to stop erosion on the shoreline between the North and South pier and the Pomeroy Park area.  Several drawings were shown whereby logs, drainage, elevation, chain downs, etc. may be considered as an option to the erosion difficulty.   Further study is needed on this before any final decisions are made.    Public safety is critical to whatever is decided.

 

The Port of Manchester candidates forum that was called late last week did not go in to a formal session.  The meeting was scheduled for 6:00PM to 9:00PM.  At 6:40PM with half a dozen citizens (including two candidates) in attendance, Port Orchard mayor candidate Coppolla adjourned the meeting.

 

INFORMATION ERROR:    we had been advised that there would be a  Manchester Community Plan Outline meeting this evening at 6:30PM outside the Kitsap County Administration building.   The actual meeting is for the Keystone Community, not Manchester.

 

Cpl Bob Millard, always a welcome guest, left early to inspect the property at 7452 Madrone, to see what can be done about cleaning up that area.  This residential area across from the Christian school continues to deteriorate, Bob will let us know the results of this inspection as soon as possible.    It appears that nothing can be done at this time about the Beach Drive property behind the Manchester library where piles of debris, old boats, etc., have accumulated.  Of the other two Beach Drive locations, one has improved to a great extent, the other has been issued a citation to clear business related vehicles from a small residential lot and will be inspected again in a few days.
