Attending were Joyce Rada, Ray Pardo, Ron Rada Duane Miller, Joe Guariz, Paul Gilligan, Kerri Desjardin, Joe Blazevich, Peggy Warren, Bud and Wanda Larsen, and guest Cpl. Bob Millard.    No crime reports from Sheriff Boyer's office this week due to computer problems on this end......even though the Del computer and key board were a set, the best they could explain the dysfunction to us was that the computer was not going to have anything to do with the keyboard. They must have been right because a new keyboard solved the problem.
 
Everyone was reminded of the 6:30PM Manchester Community Council meeting tonight at the Manchester Library.  Dave Tucker of Surface Stormwater  Management (SSMM) will be the featured speaker.  Recent concerns have included what is being done to improve pollution in Manchester stormwater retention ponds, as well as dispersement of untreated stormwater.   Everyone was encouraged to attend and voice community concerns to Mr. Tucker.
 
The Port of Manchester launch and parking lot will be closed starting Sept. 4th at 7:00AM.  This is for the purpose of completing the ramp extension of the launching pad.  The closure will be in effect for 10 days to 2 weeks.   This is a project we have been working on for a number of years.  Due to the lengthy negotiations prices have risen from the original estimate for the project ( $230.000).   Unfortunately the IAC who originally funded the project through special funds, was unable to contribute the additional funding.  The Port of Manchester were able to come up with most of the necessary job to complete this long delayed project.  In addition, Commissioner Jan Angel contributed $3,000.00 from a special fund for completion of the project.  This was a special project fully supported by former Senator Bob Oke and the Port was honored to have money contributed in his behalf.
 
There were several discussions, regarding our local Neighborhood/Blockwatch groups and arrangements for a Fall visit to our neighbors.  There have been numerous changes of ownership or rental in all watch areas and it is time to make them current.  Anyone wishing to help out on this, please contact Joe Blazevich, Carol Kowalski, Bud Larsen, or Joyce Rada.   We will be putting together information packets for distribution to our neighbors, to keep them abreast of what help is available to them.  We will be updating the watch MAPS already being used, to account for changes.  We will be asking for email numbers, so we can include our weekly information available on our MCP&PSG mailing list to as many Manchester residents who are interested in having them.  We hope to have Kitsap County Resource Officer Pete Ball at a September meeting to bring us up to date on the latest in WATCH programs.  Pete has been busy with the Kitsap County Fair and we have been unable to reach him.
 
Cpl. Bob Millard is always a welcome guest at our meetings.  This is a man  who is a year from retirement with the Kitsap County Sheriff's Dept.  He is dedicated,
if he says he will DO something, you can depend on it.  We discussed several KNAT (Kitsap Nuisance Abatement Team) issues of recent months, this is more than the allowed number of derelict or parked vehicles , as well as garbage and various items on the property, KNAT has done a remarkable job.  EXAMPLE:  we all remember the end of Alaska just before going on to Mile Hill some years back...........it was KNAT that finally could clear up the mess after a number of contacts.
Bob has monitored several property's on Bay Street, etc.   We had reported on severe issues up the Madrone Ave. Hill, on the curve and across from the Christian School .  Corp Millard will become involved in this issue and we will continue to be involved.
 
We will determine if we can forward the Sheriff's Dept. criminal weekly News Releases to our mailing list.  Members believe that those on our list should be aware of criminal or questionable activity and know how to respond.  This would include sexual offenders reports......it's important.
 
Bud Larsen is meeting with Helen Robinson regarding Manchester Community Plan 2007 issues related to parks, public facilities, etc.   This includes necessary information for the Dept of Public Works Manchester Plan document  that keeps us abreast of issues and What they are doing about  them.
 
We plan to have Dan Olsen of The Kitsap County Fire & Rescue Dept. join us within the next few weeks to determine how the combining of all of Kitsap will affect when we can contribute in South Kitsap.
 
There will be not regular meeting next first Tuesday of November (Larsen's are running away to a family reunion on the South Fork of The Toutle River).  Please stop by the Manchester Inn 6:45AM if you can, Joyce will be on hand to welcome you to a  casual group get-together.
 
We hope to also have Fire Commissioner Jerry Preuss with us on Sept. ll (he was out fishing today and we couldn't make a confirmation).  We feel confident that Jerry can give us a perspective of how the South Kitsap Fire Commissioners feel about the new work together concept of the 3   Kitsap County fire depts.
