Today's attendance included Joyce Rada, Ron Rada, Paul Gilligan, Bud Larsen, Joe Blazevich, Mary Ann Blazevich, Joe Guariz, Kerri Desjardin, BobLamb, Peggy Warren and Wanda Larsen.   Ray Pardo excused.   Two Kitsap County Sheriff's Dept. news releases were distributed.   It was reported that there was an error in last week's meeting notes as relates to the possible merging of several Fire Departments within the County.  Poulsbo was not included in the initial report, though it could be able to come on board at a later date.  Thanks to Commissioner Preuss for bringing this to our attention.  There was a review of the findings related to a merger between the departments.  There appears to be a positive approach from the various areas that could materialize in to a program beneficial to all.  It was felt it is too early at this point to predict the final outcome.   As information becomes available we will discuss it with the proper agency's and report back to you.

 

A brief discussion was held on the Manchester Port District's 2007 Budget information for 2007 and 2008.  The report does not include what was spent in 2006 or so far in 2007.  We feel this is information the public should have.   Also needed is further detail on carryover funds from prior years from amounts budgeted and not used.   Figures projected for this classification are $92,927 for 2007 and $92,857 for 2008.

 

Speeding in downtown Manchester is certainly being addressed by Cpl. Bob Millard, who has spent time on several Saturdays on the Colchester hill coming in to downtown Manchester.   Citations have been issued and it seems to be making a point.

 

Bud reported that the barges who will be doing the work on the Manchester Port Ramp Extension are on site as of today.  (He talked with project supervision after the meeting and they reported work going as expected).  This could be a week or two construction effort.  Boaters will be notified when to expect full access to the boat launch as soon as those time frames have been finalized.

 

We are presently working on the rules and regulations that have been approved by the Port of Manchester and signed by the Sheriff's office.  Signs similar to those used in State and Kitsap county public parks have been recommended at a 2'X3' size, with a separate laminated rulings page about letter size for posting in separate areas of the park and the launch area.   Any suggestions appreciated, these recommendations have to be submitted to Commissioner Strode prior to the next meeting of the Commissioners.   Please email you suggestions to Bud at budwandalarsen@wavecable.com or call Bud at 769-8793.

 

Special guest next week 9-25-07 will be Sheriff's Office Community Research officer Pete Ball.  If you have questions or concerns to review with Pete please let us know so we can give him a list of topics for discussion.   We hope to update all our area Neighborhood Watch programs, new occupants, house vacant, etc.  Communication is the success of the Watch programs.   As you are moving around the Community please note WHERE you see the Blockwatch signs, name of street, etc.  We hope to be able to compile a list of all Watches, and who their captains are.  Plan to be there next week, Pete is always an informative guest.

 

We will be looking in to the County and State CODES for stormwater diffusion in to open water.  This serious problem is becoming closely monitored by several regulatory agencies.  It was suggested the Wynn Jones property owned by the County might be a possibility for a Community Center, though it is not within the Manchester boundary's.  Several other properties were mentioned, plus other options for building over retention ponds, etc.  It was a stimulating topic.
