3-18-08 MCP&PSG WEEKLY TUESDAY COFFEE & DISCUSSION MEETING 6:45AM, MANCHESTER FAMILY INN

 

Those in attendance included Joyce and Ron Rada, Joe Guariz, Bob Edwards, Paul Gilligan, Peggy Warren, Richard Dillworth, Joe Blazevich, Bud and Wanda Larsen.  A news release from the Sheriff's Office was handed around.    These releases are very helpful in keeping us up to date on safety and/or crime issues within the Community, as well as County wide.

 

Following discussion it was decided that we would setup a materials information table in an un-manned booth for the annual Friends of The Library Father's Day Salmon Bake.

This will include information about neighborhood (blockwatch) programs and how to set up new programs.  Included in the outline is the information we have used at past events about the Manchester demographics, what the Committee is doing to improve public safety, and how citizens can participate.   Another worthwhile handout is a copy of the Port of Manchester rules and regulations that are posted at the launch and in the park.    In addition, we have numerous handouts regarding special issues, already on hand that can be distributed.    Unfortunately many of us are already working the Salmon bake so we are looking for a couple of volunteers to help setup the table and canopy, and to take it down at the end of the festivities.    Please let us know if you can help.

 

Once again, we went over the format for the Port of Manchester USER'S SURVEY that we have been working on the past few months.  The Port suggested a short and to the point outline for the survey which will be conducted by survey takers wearing a badge stating their connection to the Port of Manchester.     Questions for both the boat launch and the Pomeroy Park picnic and recreational area will be along the lines of the following:

                        1.    How many individuals in your party? (Park) - or - Are you here for recreational boating or fishing? (Boat Launch) #______

                        2.     Did you travel over 3 miles to reach the facility? YES_____  NO_____

                        3.    Where do you park and do you feel parking is adequate here?   COMMENT: __________________________YES_____   NO_____

                        4.     Do you use the on-site restroom and trash facilities while here?   YES_____  NO_____

                        5.     What improvements would you like to see? COMMENT:__________________________________________________________________________

Results of the survey will be compiled and published by the Port of Manchester website PortofManchester.com and by the Manchester View monthly publication to the citizens of Manchester.     Timing for the survey taken on a scheduled basis in conjunction with special fishing or public events will be from 4:00AM to dusk, in 3 hour shifts with two surveyors working each shift.    Copies of the Port rules and regulations will be distributed.    Completed survey forms will be submitted far enough in advance of the next Port of Manchester monthly meeting, to be included in the agenda.   

 

A short review of the Manchester Water district staff can provide for the Port of Manchester at a very small fee was reviewed.     The service agreement that has been in place since last year is working well.  To date bookkeeping, assistance with maintenance problems, etc . have been in place.    The District staff  with a fully equipped office and maintenance equipment, has proved to be doing an excellent job with minor repairs as well.

 

Due to the length of time devoted to the survey we were unable to review stormwater issues and recent information from the Puget Sound Partnership.   Wanda read a letter that outlines the number of agencies, and people statewide that are involved in the effort to improve the entire Puget Sound stormwater releases presently going in to Puget Sound.    This is not just a Puget Sound issue, when the stormwater hits the Sound, it comes under the Federal Dept. of Environmental Protection Agency .  Thus  DOE and EPA are working hand in hand The Sound Initiative to help all the government entities resolve a lot of the issues.    All signs indicate water filtration ponds will be a requirement for any stormwater entering Puget Sound, with no option regarding these tanks.  Will keep you advised.

 

Next week in keeping with our stormwater outfall concerns, our guests will be Kitsap County Salmon Enhancement Program Coordinator, Kathy Peters, and WSFW marine biologist Tricia Mitchell.    In addition Ray Pardo has been doing an outstanding job on gathering stormwater information and will be reporting his findings and his suggestions on these matters.   Bud has also prepared stormwater outfall damage pictures to give everyone a visual concept of the seriousness of this problem.
