Attending this morning were Peggy Warren, Ron Rada, Bob Edwards, Paul Gilligan and Bud and Wanda Larsen.   Joe Guariz on vacation, excused.   Two News Releases from Sheriff Boyer's office were passed around and reviewed.  They included information about the Sheriff's deputies gearing-up to wait tables as part of the nationwide law enforcement fund raising effort to generate money specifically for Special Olympics and is known as the TIP-A-COP program.  This years event will be held at the Silverdale Red Robin Restaurant on Saturday, April 12, noon to 8:00PM.

 

The second News Release was a wanted poster for Donald Lloyd Pugh, age 44.  Detectives have reason to believe that Pugh is staying in Port Angeles.  Crime Stoppers of Puget Sound is offering a reward of up to $1,000 for information leading to Pugh's arrest.  He is wanted for 3 counts of residential burglary and for trafficking in stolen property, 1st degree, in connection with a series of residential burglaries, numerous vehicle prowls and thefts of mail, across all communities in North Kitsap and on Bainbridge Island.  Eight other persons have been arrested in this lengthy investigation.  Pugh is known to carry weapons on his person.  He is aware that he is wanted and has run from law enforcement on numerous occasions.  Anyone who has information on Pugh's whereabouts, call Crime Stoppers of Puget Sound 1-800-22-TIPS.

We discussed the trailer mounted speed signs that are available for use in certain neighborhoods.    The areas of Alaska, California and Colchester were recommended as good locations as a start, perhaps one week at each location.     We will be talking with Dusty Wiley about the signs, which are presently in storage.     In addition, Jim Rogers, Kitsap Transportation Planner, has been receptive to the possibility of arranging for traffic counters at the Port of Manchester during the periods when  the Port will be holding the Summer 2008 User Surveys.    At present the survey's are planned for late June or the 1st week of July and will be held at various peak traffic periods.   We  will also be contacting COP Duane Miller to assist with monitoring the system while it is in use.

 

A Septic Workshop will be held on April 24th 6:30P.M. at the Library.  Our MC Edwards has agreed to attend the workshop and report back to our group.    If you have septic you might want to stop by for this meeting.

 

A new neighborhood/blockwatch program was discussed.     Waste Management is effectively reporting violation their drivers encounter on their daily shifts.  Be reporting on violations or dangerous situation they are acting as separate "eyes" for the block watch efforts.    We will look in to the program and see if it in the planning for Kitsap County.

 

Larsen's will be leaving on vacation the 22nd of this month and will return for the May20th meeting.    Regular meetings will continue on April 29, May 6, and May13.  Same time 6:45AM and place, Manchester Family Inn.      There is always plenty to discuss, something new going on almost daily, so plan to attend.

 

This afternoon 5:30PM, the monthly Manchester Water District commissioners meeting will be held at the District offices.   This morning following our meeting, there is a Grant Solutions meeting scheduled at the District offices for the Port of Manchester Commissioners consideration of contracting to Grant Solutions on grant programs  for the Port.     The meeting was published to the public in accordance with all required procedures.

 

Next Monday, April 14th, will be the regular monthly Port of Manchester Commissioners meeting, 7:00PM at the Manchester Library.  

 

Bud reported that once again a visitor to the Port of Manchester restroom was unable to get out of the facility.    Carol Kowalski reported the problem to Bud and he was able to get the individual out by  giving instructions for pushing or turning the proper knobs or buttons.    This is a fairly frequent problem, perhaps a sign or drawing showing the procedure would help.   It was noted that this could be serious if someone was unable to get out, and suffered a heart attack or other illness.  We have talked with Alan Fletcher and he will take care of putting a temporary sign in the restroom until a permanent solution can be decided.
