6-10-08 MCP&PSG WEEKLY TUESDAY COFFEE & DISCUSSION 6:45AM, MANCHESTER FAMILY INN

 

Attending this morning's session were Kerri Desjardin, Paul Gilligan, Bob Edward and Mary Cathern Edwards, Richard Dilworth, Peggy Warren, Bud and Wanda Larsen, Travis Baker, and Port of Manchester Commissioner, Steve Pederson.  A new release from Sheriff Boyer's office regarding a critical injury crash in Central Kitsap was passed around.      Several of our key members missing this morning, could that be from yesterday evening's power outage?    All is well with the power this morning, but still cold and blustery out.   We are hoping things clear up for the June 15--- 40th Annual Friends of The Manchester Library Father's Day Salmon Bake.    Set-up for the fire pit used during the event will be Thursday at 5PM, extra helpers are always appreciated.    Don't forget that our MCP&PSG will have a neighborhood watch and safety idea pamphlets available at the COOKIE booth at the Salmon Bake.  Stop by and pick up information and share it with neighbors and friends.

 

We received a first hand report from Commissioner Pederson in regards to the grant applications update for 3 separate grants (resolution #4-08,  5-08 and 6-08).  All 3 resolutions were unanimously approved.    #4-08 dealing with authorizing application for funding assistance for a boating facilities program project to the recreation and conservation office as provided in Chapter 79A.25RCW, boating and facilities program and subsequent legislative action.    #5-08 is a resolution authorizing application for funding assistance for an aquatic lands enhancement account program project to the recreation and conservation office as provided in Chapter 79.105.150RCW and subsequent legislative action.   #6-08 pertains to a resolution authorizing application for funding assistance for a Washington Wildlife and Recreation program project to the recreation and conservation office as provided in Chapter 79A.2RCW, acquisition of habitat conservation and outdoor recreation lands.    This is a step forward for erosion improvements at the boat launch and Pomeroy Park, as well as acquisition and much needed upgrading.     Of special interest, is the possibility and the need for Community  volunteer help with hours worked, donations, materials, etc. of which those amounts could apply to the matching fund percentages that apply to the overall format.      The short term and long range goals of the grant planning for the Port of Manchester is excellent.     There is interest in the Port assuming a roll of Community involvement that can work well with all of our local organizations and citizen's.   You will be hearing more about this.

 

ANNOUNCEMENT:      Future meetings of the Port of Manchester Commissioners, which are held on the second Monday of every month, will be held at 6PM, rather than the later hour of 7PM.    They hope this will enable more folks to attend their meetings.   

 

We also discussed the developing Port Commissioners Advisory Committee that will hold it's first meeting later this month.   Tentative dates are June 25, 26, or 27, at 5:30PM.   Location to be announced.    A number of community members have already applied for a committee member position.   Anyone is welcome to attend advisory meetings on a one time or regular basis.    This is an informal meeting of involved and interested community members who are ready to study and develop programs of specific interest to the Port of Manchester and the Community.   Commissioner Pederson will act as the liaison between the Committee and the other Commissioners.

A copy of 'THE PET OWNER & THE LAW" pamphlet was handed out.     With a number of recent vicious dog incidents, we have this pamphlet available for anyone who is interested.  In addition, we will be setting up a visit at one of our meetings with Kitsap County Animal Control administration in the near future.  

 

ANNOUNCEMENT:    Joe Blazevich and Ray Pardo are compiling the numbers and facts results from the June 1st Port of Manchester Commissioners User Survey.  It's a

big job and these two are experts on facts and figures.    We will be forwarding you the results information as soon as it is available.   PLEASE consult your calendar now and look at the following dates for the remainder of the User Survey's.     We hope all of you who helped out for the first round, will be able to join us for some of these

dates, or all of them.     They are as follows:

 

    Survey #2.....Saturday, July 12th, Saturday, August 16th, and Saturday September 13th.     These will be FULL DAY surveys from 4AM to 5 or 6PM. 

 

We will be asking Kitsap County Public Works to take official traffic counts on these dates, as they did for the first one.    In addition we will be providing survey copy's for those citizens who would like to help for an hour or more, on any sunny day during these months.    Let  Wanda know if you are interested (360-769-8793), when you would be available to  survey and approximate time.    

 

For anyone who MISSED it, on Monday the 9th there was a military exercise involving 18 large and empty oil trucks (12 of them were doubles), who must have been given the wrong TURN directions for the Manchester Fuel Depot.    Bud and Wanda observed them on highway 16 as we were going to Gig Harbor.    At set locations there were military personnel in uniform to direct the trucks to the depot.     This is usually off 16, down Sedgwick to Long Lake, over to Mile Hill, right and down to Colchester, then through Manchester and making the turn on to Beach Drive before going on to the depot.    On Monday directions were the same until the trucks got to Alaska, the street before Colchester, where they turned left and went on to Madronne, then right down Main Street hill to Spring and Beach Drive where they maneuvered the corner on to Beach Drive and on to the depot.     Thinking SAFETY FIRST and the size of the vehicles, plus no shoulder or railing on the right side of Main, the visions of what could have happened are pretty frightening.     Had brakes gone out on Main Street Hill, it would have been a in the BAY issue.     Number of rigs comes from Bob Parks, former Port Commissioner.  We alerted the fuel farm supervisor and believe they were rerouted when they departed.   Will see what we can find out on this.
